Frieza saga? Frieza could controll his power, so no big deal or destruction when he transformed. Most of the time, when a saiyan reaches a new super saiyan form, the power is hard to controll(too much) and begins to waste and burn away quickly. If you watch the cell saga, Goku and Gohan acheive a perfect super saiyan state, in which, the power burns smoothly, and seems much more natural, no anger neccessary, and there isn't much of an aura to it.
I like it a bit(the games mostly) but in truth? Powerlevels are bullshit.
Earth dragonballs could only wish a person back once, or when dende controlled them, twice. The namekian ones were any number of restorations.
And I don't think they really cared to go back to the saiyan homeworld and restore it. Bigger fish to fry.
