I think it's fine. While it is true that the both techniques are ones that everyone learns, they are seldom combined. The most similar preexisting jutsu would be clone techniques that replicate tools or weaponry. That said, this technique bears the same weaknesses as both the body flicker and body replacement techniques. If the opponent knows what to look for or is expecting it, it doesn't matter how fast she is with it - they'll spot her moving between point A and B or will launch directly into counterattacks while ignoring her body flicker clone. It's a technique that relies on deception for its effectiveness and is therefore situationally useful, and it serves as a foundation for more complex strategies. Finally, as a technique that is derived from two elementary jutsus, anybody else could use it if they cared to put enough effort into it.

Maybe I'm confused as to what the jutsu does then, specifically. Because, to place a target body in the line of fire is classic powerplay. How about we get a little elaboration on it? I may be confused.

Added in a few techniques to custom Jutsu, and I've got my known Jutsu in my head, just have to get the links from leafninja. xD

Alright, I'll elaborate on it a little deeper.
At it's core, the Flickering Body Replacement Technique is just the Body Replacement Technique, but instead of using a traditional object to replace oneself one would be using a person as the object, essentially switching places. Say that you have a sword reared back and are ready to stab me with it. I would use Body Flicker to deceive while pulling myself past you at a high speed. When the technique is finished, you would be left standing where I was and I would be left standing where you were. It's a very basic spin on the Body Replacement Technique. It has obvious weaknesses to it as well, such as the fact that I have to actually touch you to use it. If you're faster than I am or catch on to it, you would know and would immediately lash out where you knew I would end up or even interrupt me before I finished. It's most useful when there are multiple opponents in a fight. We'll say that it's 2 on 1, and the same scenario exists, but the other opponent is throwing a shuriken, so if I block the attack I will be stabbed with the shuriken. If I perform the same technique with success, my opponent and I would switch places leaving him in the path of the shuriken. In this regard, it is very situational, especially given that it has a greater limited range, because I not only have to be quick enough to move somewhere else but also quick enough to move my opponent to where I used to be in the process, but most importantly without my target noticing I'm moving them before it's too late. I'd also have to say it would be easy to pick up and learn as well, it's combining two very basic techniques and nothing more. Make sense?
But hey, if you say otherwise, think nothing of it. You want it gone, it's gone. Poof.

Well, in that case, I'm thinking no. Stylistically there's nothing wrong with it, but the problem is that you are manipulating another person's character, giving them little if any chance to do anything to stop or prevent it (halting the technique prior to completion aside).
You may want to check with Tal to see if you can rework the jutsu without having to throw it out - the best thing I can think of to make it better would be to create a body flicker behind the opponent and then swap places with it, but that's hardly the best solution.

As for missions - I have a few planned out to start, but I'm open for ideas - maybe we could have a bit of a brainstorm while we wait for all the CSes to come in and the teams to be created?
