There are three major ways to stop fires:
1. Decrease the heat (kinetic energy) of the area that is on fire. This is usually achieved by using water.
2. Cut off the oxygen supply. There is a variety of ways to to this. Tossing sand or dirt on the fire is one way.
3. Cut the fuel. This is hard to do but possible and should be easier with magic.

I would like to explain while ice, just like water, has a strong advantage over fire...even more so than water:

Ice does not require a self sustained chemical to exist and when fire meets water or ice it will result in steam. Water is used to put out fire because of it's ability to absorb heat...ice in this case is a version of water...on steroids. Not only will the fire have to first melt any ice created, but then any ice melted will pour as water onto that same fire. That then results in steam (Steam can also be used to extinguish a fire).

[Simply put...the fire must breach two layers of the ice(The ice, then he water)...and any fire used in breaching those layers...then becomes an offensive tool AGAINST the fire itself.]

SO what the result is: The fire would have to be three times the ice each time to effectively 'win'. This means that ice would easily overcome fire in a balanced situation.

that's assuming the pyromancer is an idiot, and doesn't just light the ice mage on fire. honestly, it's a lot easier to cast magic when you're wet than when your flesh is burning

It would actually depend on the size of fire and the size of the ice. An ice cube can easily pit out a candle size flame but won't do much to a camp fire. A fire the size of a camp fire would melt the ice and make it into steam before it puts out the camp fire.

Does that make sense?
