Erm... Dumb question. Are dragons able to make their own portal anywhere in the human world to the dragon world and a portal back from there?

If you guys wanna know the deal with Rilothen, basically he is a nice guy but when he's in a storm like he usually is he is extremely aggressive and vicous. The simple solution would be to not go in the storm but that's where he gets his lightning powers from so most dragons know him as a fearsome beast and so he's very lonely because of that.
