Sorry. I'm a purist. I can't help it when it comes to my -punk genres. Perhaps we can make the tower self winding instead. We can keep the mental image of the gears in a circle and the weights but not the electricity.
Possible way: Behind the center gear is a a small spring which is kept taunt, slowly turning the main gear. As the main gear slowly turns, it turns the other gears. One of the attached gear is connected to a smaller gear which is attacked to a small metal rod which in turn is connected to the spring and it keeps the spring taunt.
So we can just say it's a complex system of gears and rods that keep the spring taunt. So we don't actually have to explain how it works. Or just use a bunch of mumbo jumbo to "explain" it, even if it would not ever work that way in real life.
