    They still kidnapped kids for the SPARTAN III program. There was just a lower fatality rate during creationand they could draw from a wider pool of candidates. and they were all designed to be expendable. Resulting in a hundred thousand Spartan III's in ten to twenty years as opposed to the lower number of Spartan II's.

    Moral? maybe not. Necessary? Seeing as the penultimate output of the program ended the Human-Covenant war almost singlehandedly, I don't think you can argue it wasn't justified.

    I suppose I can agree that, since Humanity survived due to the Spartans' success, the program was justifiable.

    As far as the Spartan-III program went, I believe Mendez told Halsey that they took orphans, kids who had seen their families die and wanted revenge. The whole premise of stealing away children, however, still remains morally wrong. But I suppose the good could outweigh the bad in the broad spectrum of the war.
