Sort of. There was an artificial limitation given back in the day for reasons, but not only have there been a ton of ways given in canon to circumvent that limit, the writers for the modern incarnation have basically said "13 lives? lolnope, not stopping ourselves there if we wanna keep going."

So yeah.

Well, the rules of the old timelords were that at the thirteenth regeneration it was time to finally die. But, now that The Doctor is the last, we don't know if he's going to stick with it or not.

Wooot woooot. He'll keep regenerating until he feels that the universe won't need him again. And, hopefully it'll be somewhere our lifetime. I'd hate to die and not know what's gonna happen.
