Sounds like it could be something similar to the assassin's creed 3 homestead side missions or Mass Effect 2 dossier/loyalty missons. After your first few people join, the question becomes not how you continue to build the group, but what you're building it for. Judging by your number of posts, I assume you're experienced in roleplays and that you know that a good storyline is crucial to the player's interest, and the interest is directly related to the chances of the thread surviving. In Assassin's creed, people join your homestead because they want a better life or there's nowhere else to go. In Mass Effect 2, you assemble a team, recruiting the best specialists, improving their skills, and gaining their loyalty in order to defeat a huge threat to all sapient life. Basically, the building thing is a good idea, but you need a purpose.

Pretty much what I underlined is what Im talking about. Except an actual story line will be developed after enough members have joined. Then I will determine what next will happen after the first main conflict.
