Short and scrawny most of his life, Cecil is used to the random passerby asking him whether he's sick or not. Pale, sallow skinned and almost constantly appearing to be fresh out of bed, he exudes an air of wildness with just a glance. This alone would be enough to unsettle some peers, not to mention the fact that for about three days every month, the young wizard tends to smell like wet dog after freshly showering. In all honesty, when well rested, relaxed and with a bit of sun, he doesn't look half bad- it's just the fact that it's rare for him to look that way.
As far as his style is concerned, his clothes are plain and government issued black robes that also included pieces of his former uniform altered to look slightly more fashionable. Among his accessories include a bottomless satchel, which he uses to store all of his potion ingredients, multiple cauldrons, beakers, vials, scales and any other tool imagineable for a mobile potions lab. Also, inspired by the muggle comic hero that emerged in 1939, Cecil designed an expandable utility belt where he's able to store at least a dozen varying potions and elixirs at one time.
Bio: Born to a nameless mother and father, it was unclear at what point the twins contracted the Lycanthropy virus from their mother, but it was obvious that their mother devoured most of their father when they were barely two years old.
Cecil and Celia were discovered by gypsies in late October, where the story goes that while sitting in their campground on a full moon night, they were approached by a unicorn that gently moved through the brambles. It waited silently for the travelers to take notice one by one before leading them through the walnut forest to a small cottage on the edge of a pristine black lake. Inside the secluded cottage was a horrible scene- the home had been torn apart with an unrecognizable male body laying on the ground. In the upstairs nursery, two wolf pups rolled around happily playing with one another in a well made crib.
A woman by the name of Gertrude took it upon herself to spare the lives of the cursed children who would be marked an outcast just as she and her comrades were. They traveled eight years with the group of depression-era travelers, who were basically gypsies that made money whatever ways they could. Among which, included; cleaning doxie infestations out of wizarding homes, participating in local festivals as entertainment and in some situations, completely tricking muggles out of their own money. It wasn't a malicious upbringing, but the children learned the rough aspects of life from an early age. Once a month, the pair were locked inside one of the caravans and enchanted with chains and reinforced with charms to keep the pre-teen wolves within.
During the day, the twins learned about potions every day and all of the aspects of scavenging for supplies like wizards of history had to do. Since he couldn't learn wand magic at the young age, Cecil developed an interest in potions and became extremely skilled in the areas of subtle magic. Together, the twins tested and tasted hundreds of potions that Cecil experimented with and learned from Gertrude, and developed to some degree, mild to almost complete resistances to multiple elixirs.
In order to cure he and his sister's disease, Cecil made several attempts at trying to discover a way to reverse the effects of Lycanthropy. With a personal knowledge of a werewolves tendency to eat Wolfsbane like a cat to catnip, early attempts at Wolfsbane potion ended up being toxic and caustic to the touch.
It was through this series of trial and error that the young wolf created the Transmogrification Revelum Draught by complete accident, which causes the subject to transform into any possible hidden forms. While testing this new potion, Cecil and Celia transformed into werewolves without a full moon and continued on to attack a small group of townsfolk.
They were tracked by bloodhounds and found outside a small coal mining village where cecilia attacked and killed a muggle man during their capture. Wizarding agents heard of Cecil's Transmogrification Draught but couldn't obtain it's recipe due to the twins' uncanny resistance to Veritaserum. The Wizarding government hoped to use it to find spies with unregistered shifting abilities.
An agreement was reached where Cecil was given money for the patent and an equal treatment citizenship agreement for his werewolf status in trade for the instructions to the tricky potion. Cecilia was locked away in the Ruebette Wizarding Sanitarium instead of being executed for the murder of the muggle man. .Tthe government paid for cecil to attend school in hopes that he might develop new potions or possibly work for the government after all of his schooling was complete.
He attended Westchester Academy of Magic in New York, but met a great deal of protest to his attendance within the first year, which prompted him to live off campus during the full moon cycle as an agreement to the ensure the safety of his fellow students.
Shortly before leaving Westchester Academy, Cecil published his findings and the complete guide to a small range of complex potions, he was given a tentative acceptance to Middlemarch under the condition of strictly good behavior even with the government recommendations.
(P.S. The Wolfsbane Potion formula is incomplete, although it is perfected by his son in the 1960's (according to HP canon and a little addition of Cecil))
Personality Traits: Inquisitive/curious: Cecil has the tendency to sniff around new places like a true dog and search out all the nooks and crannies. Smells out potion supplies and practices potions in the woods during his down time by himself, mostly. Once he recognizes the scents of friends and acquaintances, he has the ability to remember and track the same scents from that point on. His insatiable desire to explore leads to trouble quite often, but he tends to shrug it off without much trouble.
At times, he tries to be the pack leader: Somewhat of a lone wolf (pun intended), at times due to a high degree of racism against werewolves back in the time period. To many young wizards and witches, Cecil's condition and subsequent ability to demand respect despite his size allow him to be a team leader a great deal of the time.
Two left feet: Where his sister was always cool and collected, he tended to be a bit more kind hearted a good deal of the time, he's almost like a puppy when he feels comfortable enough in a situation. He might let his emotions get the better of himself, but anger only seems to overcome him once a month.
The most unique personality trait of Cecil's is his almost legilimancer abilities when it comes to reading people just off of his senses. The smell of fear, sound of a heart beat and sight of a contracting pupil give him insights into human body language that most don't seem to see. He can read all of these traits together and manage a level of manipulation that many don't seem to comprehend without being a major political leader.
Magical Ability: Extremely impressive with his skill as a master-level potion maker. Other than that, Cecil is a mild trainwreck in multiple areas. Creatures (magical or not) inherently distrust him on an animalistic level, which makes any studies in the field impossible.
In spite of all of this, Cecil is almost a virtuoso with a cauldron. His attuned senses let him to detect the subtle aspects of a potion's progress and the ingredients involved in it's creation. The texture of the liquid, scent of the ingredients; their freshness and potency- even the vibrancy of the potion's color all help him concoct the perfect of formulas.
In all other areas, he's just as skilled in spellcrafting as any other wizard his age, with his only real advantage being his wits under pressure. He relies heavily on Transfiguration under pressure, where long, complicated spellweaving requires far too much concentration when the nerves are pressed.
The young wizard's Patronus is a wolf pup, as he uses it more often than owls to send messages, since owls tend to nip him far too hard while he tries to deliver letters.
As far as his Lycanthropic abilities, werewolves are especially dangerous to wizards due to their resistance to magic and ability to withstand multiple spells by a group of wizards before being taken down. It is because of this, that Cecil is a dangerous threat to even the most skilled of magic wielders when it comes to the full moon.
