Hm, but will the refugees be able to take shelter in these high up places? I mean with family, belongings....not to mention the cost and dangers of travelling to these places. Pirates and double crossing airship captains might be the

Pirates, then? Outlaws that take refuge from the law. A bit like a Steampunk bunch of Tortuga Islands?

Why don't we add floating islands? With use of ancient arcane machinery found scattered in the landscape. People were able to gravitate large areas of land. Even pirates used these. Creating floating havens for brigands and bandits. Floating fortresses where gambling and whoring are rife.

But yeah. I'm thinking Megonia as a very arid climate, completely taken over by industrialization. If we're following the whole nation->city-states history, then most likely most if not all of their food supply will come through trade with other ctiy-states. I'm thinking the trade agreement would be kept mainly due to either Megonia's president having some pretty hefty connections or bullying the other city-states into keeping it. Though I suppose some of the food supply could be alleviated by these floating islands, especially if some were created with farming in mind.

Okay so if most of the food trade is done between city states. That'll mean a lot of food shipments/convoys right? By land or sea or air, these will be presentable targets by any opportunist.
