In the midpoint of the 21st century, Tokyo is a changed city. Global warming has flooded the old city, turning it into a damp-ridden watery slum. On top of the ruins, a gleaming new city has been built upon the ruins. This has only been possible with the recent advances in cybernetics and robotics, and the influx of refugees from the climate-changed and war-torn Eurasian mainland. However, this has lead to serious tensions with the pro-human and isolation lobbies, both of which wield significant political power.
In between these two are the the Runners, who carry confidential messages and packages around the city covertly, and the special government sections 9 (counter-terrorism), 10 (dealing with violations of the Geneva Code, which concerns illegal advances in robotics and artificial intelligence), and 11 (established to deal with issues in the lower city, such as the black market and organised crime.) Even these groups are prone to friction and squabbles between them.

This man or former man went on to become "The Vigilante" a ruthless criminal killing machine, using his military sniper's rifle and his former military skill he has become the scourge of the wicked and evil, killing men and woman of either faction indiscriminately. He is currently hunted by the authorities and criminals alike.

Faction: No feelings towards any form of politics, just an intense drive (Maybe a glitch?) towards enforcing justice, legal or not.

Personality: Dolf is a straightforward man with a strong sense of discipline. The only thing he cares more about than his work is himself. He doesn't like being bribed, but he doesn't dislike it either. He sees killing people as a necessary evil to survive.
History: With the flooding by global warming a lot of countries in Europe got into trouble. They had relied on dams for all eternity, these dams kept the water away from the land and produced electricity. When the dams broke and the water turned into a tidal wave, drowning all and everything behind the dams, the former Netherlands became almost completely covered in water. Most people had already gotten to higher ground like the Ardennes and the Eifel. A large part of the European peace keeping force became unemployed and resorted to piracy or mercenary work.

Following the unrest of flooding and the unrest that came with it the different sections of the government had to deal with their shortage in personnel. Especially trained personnel was expensive and not easy to come by. Tokyo started importing assets from foreign countries. The mercenaries that were working in Eurasia were attracted by the work in Tokyo so they went there. Dolf was one of these mercenaries. The man started out as soldier, after an honourable discharge he worked as police officer. He was flown into Tokyo by its government and now works as an insurgency specialist, because of his military background.

Faction: section 9's insurgency team, previously affiliated with section 11's riot team
Profession: Captain of a tactical squad
Skills: Standard police combat training including the use of firearms, extensive anti-riot training, close combat training, tactical training. Section 9 specialized anti-terrorism training, including use of fire arms in close quarters.
Special equipment: target assisting helmet with flash bang suppression, the helmet is wired to the aiming chip in Dolf's brain and to his robotic arms giving him advanced aiming capabilities.
Robotics: Dolf's implants are simple but effective, his limbs are completely replaced by proteases. Giving his legs more power and stability and his arms a more effective means of aiming as well as more power. He also has a brain chip that gives him faster reactions.

Nationality: Russian-Japanese (dual nationality)
Appearance: Just above average height and well muscled at 5'9". He has pale blue eyes and short blonde hair. He usually sports a long,grey,ribbed coat with the sleeves rolled up and baggy black trousers streaked with grime. His skin is pale and he looks permanently worn out and faded
Personality: Friendly on the outside has no known close friends. He's an opportunistic gambler who enjoys the unexpected. However many people have never seen this side of him and thus find him quite forgettable.
History: A complete unknown to most people, he seems to have just appeared at one point with no one noticing. Lev was originally a Russian spy in Tokyo, however the Russian government suddenly lost contact and track of him completely. Lev, becoming increasingly reluctant to return to his homeland went to the Japanese government. He offered them information and foreign machinery in return for protection and a job. The Japanese took up this offer and promptly gave him a job working for them in Section 11. The job's pay is good enough as well since they don't want him going rogue on them.
Faction: Section 11, he sees no problem with robotics and cybernetics.
Profession: Section 11 runner.
Skills: Very good physical fitness and is more than adept at armed and unarmed combat due to his special services training. His skills have been honed over years doing his job. He has a good knowledge of the combat protocols used in recent years and uses this to help deal with hostile AIs.
Special Equipment: A Russian-made hold-out pistol, which he has only used twice so far in Tokyo. It has good stopping power but not much else. He also possesses a lot of high security data storage device which contains a lot of Russian cybernetics intelligence.
Robotics: None, his paranoia means he doesn't like having robotics used on himself.

History:three years ago, J-2ck was Born in a facility of unknown origin as a prototype espionage Android A.I. constantly being tested and reprogrammed multiple times before finally perfected. As a result, J-2ck was due for "in-field testing" via a mission to infiltrate a M-class American Airliner that traveled between America and japan on classified businness. Before the mission could be started, a group of anti-android freedom fighters that called themselves "The Rebellion" attacked the facility that created J-2ck and his other variations.

The Rebels were winning, and explosions littered the entire facility. Everyone tried to evacuate except for the lead designer named Dr. Rinn Greywater. Rinn stayed back to insert one more program into his self declared masterpiece. It was called H_manity.exe. As soon as the program was installed, Dr. Greywater was shot in the back by a Rebel. Before he died, Rinn pressed a button that locked J-2ck in his pod with a timer set for one year later.

As the program assimilated itself in J-2ck, he replayed the last couple minutes of Dr. Greywater. The only person who cared for him getting shot in the back from his own kind. A feeling came over him but he could not comprehend what it meant. Only that it was very uncomfortable to see someone that cared so much for him die. He did not want that to happen again nor let anyone get away for killing their own kind.

When the pod reopened a year later, the facility he knew was in rubble. Dead corpses lay everywhere and whatever was left of Dr. Greywaters body was laying in the same spot. "Jack" picked up his corpse and placed it into the very same pod he came out of and closed him in. Giving him a proper "burial". Jack scavenged some clothing off of the bodies as well as some money and used one of his maps stored in his memory to make his way towards the most crowded city to hide.

Faction: none yet

Profession: Jack was built for the purpose of Espionage and Infiltration. That does not mean he "is" one.... in fact, his new programming makes him "feel" bad whenever he must take a human life. So he prefers not to kill.

Skills: Jack is loaded with various Infiltritation techniques as well as hand to hand, weapon disarming, parkour, sabotoge, camoflague techniques, various firearms training, etc. Even basic mundane tasks that include cooking, cleaning, mechanics, etc. Anything that would help him "blend in" to his surroundings is pre loaded into his memory core.

-his advanced synthfiber muscular and skeletal system is 2x stronger and lighter than a humans. Making him weigh only 90lbs despite his 5'11" stature. Very agile.

-the PollySkin plate system is very high tech but still quite fragile. The polymer can only take small arms fire and even then, his
Color change ability will be unable to work if damaged at all.

-various translation programs are pre-loaded inside is memory, he can understand every human language and some dolphin speech as well as some dog.

Special equipment:

-PollySkin- trans-polymer multi-layer epidermal "skin" plates along his face, torso and limbs allow Jack to alter the color of his white plates to mimic different skin tones and textures. Very effective for hiding in plain sight. The plates don't cover his entire body so it is mostly for being seen at a distance. The closer you are, the less effective it is.

-Hacking- most of his processors are designed to give/receive info within milliseconds of each other. Able to connect with anything and everything.... but that was three years ago. Technology skyrocketed since then and he cannot connect to anything newer than two years old.

-H_man1ty.exe- a program given to him by an unknown professor called "Humanity" gave Jack a sense of awareness. Emotions, feelings, judgement, compassion, and the ability to "learn" this program was later outlawed and considered a virus that disrupts communication between base and host.

Robotics: Jack is a fully Synthetic Atificial Intelligence. J-series model that is now considered "out of date" since he does not possess the organic skin grafting that newer J-series units now have. Instead his ballistic polymer plates along his body "mimic" the color and texture of skin types as well as emit a low harmonic infrared light that renders him invisible to Cameras and/or electronic sensors that use a visual lens. Heat sensors and/or naked eye can tell the difference when up close. He can also access "out of date" tech and use them to his advantage. If its two years old or older, he can hack it.

Jacks Humanity: due to the H_man1ty.exe virus that somebody implanted into his programming, Jack is able to feel emotion and "learn" new things. This is a good thing but also bad. Since Jack was already loaded up with so many programs, and the massive "Human" virus, his processors are working overtime constantly and everytime he learns something new, he forgets something else. This is not a selective memory erasing program. It is an emergency process that is instantaneous in order to keep his brain out of a critical status. (In dumber terms he gets old and forgets things. Lol)

Name: Tsunoda Kenji, or just Ken

Gender: Male
Nationality: Japanese
Appearance: Black straight hair, cut short, that he tries in vain to keep flat. Green eyes, from his mother's side of the family, that have a tendancy to dart around, or close when he laughs. They're usually hidden by his ARglasses, though, when on duty. Ken usually wears his police uniform, which consists of a blue polo shirt and white shirt underneath partially concealing a light bulletproof vest, and navy trousers. When off-duty, he typically wears jeans, a green t-shirt, and if it's cold a black fleece.
Personality: Ken, with a childhood filled by manga, is an idealistic optimist. He's eager to do good and help people, which is the main reason he became a police officer. Ken gets on well with people usually, and has a sense of humour that most often shows up in his puns. He tries to balance his calm self-confidence and his modesty.
History: Ken grew up reading, and loves his books and manga. He initially planned on being a scientist, and even got a degree in Physics, but with the main focus in research nowadays on robotics, he instead got a job where he could help people in a different way, and joined the Japanese police force. Here, he spent his first year mostly as a desk cop, doing paperwork and patrols of quiet areas, although he managed to distinguish himself when he chased down and caught a runner transporting narcotics via a shortcut through one of the areas he patrolled. His friendly, unintimidating manner and calm nature got him mentioned to Section 11. He now reports to them, instead, although his activities haven't changed much other than trsnsferring to the main immigrant quaters.
Faction: Section 11. Ken is supportive of advances in robotics and cybernetics, and sympathetic to immigrants. However, he isn't passionate enough about these issues to distract from his job.
Skills: Ken is familiar with the weaponry of a modern police officer, ranging from non- and semi-lethals such as the tonfa and riot shield, through to more powerful weaponry such as the standard-issue high-accuracy 10mm pistol of the police, and the revolver, typically with AP rounds, popular for dealing with robots and augmented people. However, he only carries them as the situation demands - unless he's going into a particularly rough area, he won't bring anything but his tonfa on the everyday rounds. He is also trained in Aikido, a martial art.
Special equipment: Ken has ARglasses that can provide a range of information, such as overlaying a map or providing translation. They also provide some limited protection from the blinding aspect of flashbangs, and allow communication to the station.
The revolver uses AP rounds, and the high caliber makes it effective at dealing with robots. It's overkill, however, against normal people, and the small clip and slow rate of fire mean it's poor in a firefight.
Robotics: Ken has an "if it ain't broke, don't fix it" attitude to prosthetics - they might be cool, but he sees no point in getting some unless he needs it.
