In the short term, emperors are actually more effective, if they are capable. It is much less expensive to do everything a single way without debate. Obviously it isn't always the right thing to do, but that is a debate for another day.

Democracy also has the tendency to slow things down... Legislative procedures can be a bitch sometimes.

Make same-sex marriage legal
Require all gun owners (and their households) to pass a psychological evaluation before approving their gun ownership
Redirect funding from Army tanks to developing green tech, especially solar
Increase funding for education system. Begin public campaign that rewards students who do well with higher social status (stop nerd shaming, especially in working class groups)
Mandatory healthcare. Change emphasis to preventative care. Modify healthcare system so doctors are not incentivized to link number of procedures ordered to amount doctors are paid.
Figure out a way to reform the democratic system so that congressmen are rewarded for compromise, instead of being radical/ideologically driven
Evaluate government facilities and figure out a way to make them more efficient
Increase minimum wage
Child Abusers are put into a facility where they undergo massive amounts of brainwashing/therapy to stop them from hurting kids again
Increase funding for foster care system/ incentivize adoption as a means of raising children
Make abortions legal and birth control widely available

I'd do this^
And ban any sort of religous incorperation and theology outside of religion class in school.
Make sure religion class objectively teaches about all major religions at a equal amount.
Take procedures to halt islamophobia.
Tell Israel to suck it up and realize Palestine is legit.
