Yeah, thats... quite a big jump. 2nd has 3193 and 1st has 11386? The way people vote is by entering their email, and perhaps someone used multiple emails. I'm sure they'll double check the votes at the end and make sure the emails aren't coming from the same IP address.

I don't think it should be done through a popularity contest either. They should do a test of some sort to find out your skills and knowledge in the area, assess your behavior and character to determine if it is appropriate, and then choose from there.
