Froggger: for Water Manulpation, what are the limits? Is it like the canon Hydration Technique? In all honesty, while I'm not against it, Hydration Technique makes the user practically invincible to anything but Lightning jutsu. And Earth jutsu can only trap the user.
And it seems like you can control water without handseals, which while I won't ban does seem rather spammable. Especially when most characters can create water to use for their jutsu.

Personality: Hisao is a negatively-stoic person. He's distrusting, strict, and self-righteous. Hisao himself merely tolerates the people around him and is very rude to people. However he has the common sense to respect those who are higher in rank than himself. He dislikes being told what to do but follows orders because he refuses to let his anger get him killed. Despite his rudeness he is actually a very calm person showing natural dislike for people who flaunt power and or do not care if they hurt other people. He dislikes people who revel in power and finds those who want to use the powers of the nine tailed monsters and try to seal the creatures inside of him abominations. He loves nature itself and hates when he has to destroy it but again he won't let setiment get the best of him. He is willing to work with others so long as they do not get in his way or cause him problems. He acknowledges his maturity by saying he has grown this way because his parents expects many things from him and in turn he expects the best from himself.

History: Born to the Yuki Clan of the Kirikagure his mother and father were both exiled for crimes they did not commit. They were framed by his older brother who took his father's spot in the group. He was born the day before they left and his mother stayed with the clan until she was well enough to leave. Meanwhile however his father left to find a home in the Konohakagure after he was dismissed from service and was forced to place a seal that forbade him from teaching his techniques to anyone from outside of the Kirikagure. His mother was placed with a similar seal but she was no ninja so she was simply forbidden from telling any secrets. He was raised by his grandmother as a infant and when his mother and father finally found a place to go he was sent to them and joined the Hidden Leaf Village with the new name of Ikari which was given to them by the Hokage to make sure they were not bothered. As a child he was friendly and cheerful but that soon left as his father told him he was going to teach his son how to be a ninja when he reached the age of eight. He was became bitter as his father became bitter but his mother evened him out and installed a moral code in the boy who was too young to really understand what it really meant but as he got older he found it more and more important. He also promised never to show his kekkei genkai in public and he followed that rule whenever he could. When he joined the academy he never really got involved with the other students however he did try his best to not seem like a jerk much to his dismay initially when he failed at it. He kept working with his father on the side where he learned how to use the kekkei genkai of his clan to the best of his abilities using what his father could teach him and an old scroll he took at his grandfather’s insistence. He graduated with flying colors however he is no prodigy simply very skilled and very good at planning which was noted by his sensei. He joined his new team with annoyance but did not argue with his teachers.

The focus will be more on character freedom rather than a streamlined approach done with gennin. There will be plenty of focus on chunnin and jounin, with not so much on genin unless a dedicated group decides to do it.

After all, genin may be fun in their own way, but if one person ditches a genin team it destroys the fun for a lot of people. So this RP is Jounin and Chunnin mostly.
