Well, we'll try to be safeground. Someone already wanted an example of this kind of game and how I run it, so I linked an old game. If having some estimation of what this might be like would help the afore mentioned safeground, let me know. <3
Or ask Zach. He was in the game I'd link. It's heavy on players taking the reigns of the universe, and letting them decide where the story takes us. And yet somehow in that setup I remain absurdly busy with the game. I still don't understand that. Nabbit.

It genuinely reminded me of the opening act of one of SciFi's great universes. Star Wars, Star Trek, etc. Just a little more modern, a little darker. The mood always seemed closer to Bladerunner than the afore mentioned SciFi franchises. Which is probably why I do love it so much.
Although as good as Mass Effect one was, I'd still rather replay ME2 for the first time if I had to pick. My favorite game of all time. <3

Yeah, well. It's going to take a little bit at least to get the OOC up, if for no other reason than because I want at least some information on each major faction and where they generally stand prior to the start of the game. There will be spoilers for you at the start of the game and even in the OOC information. I really wish there wasn't, but I just don't see a way around it. The Citadel is central in our story, it's central in their story. The good news is you won't see a lot of canon characters. And the ones you do see, you won't see for that long. And even canon elements may have original twists when the game starts. For example, the Shadow Broker will still be the Shadow Broker. It just may not be the Shadow Broker we were left with at the end of the ME trilogy.
Another? There may be an Illusive Man, but it for sure won't be the one we all know and remember from the trilogy. No Citadel Council members will be canon. They may all be PCs. They may mostly be NPCs. They might all be NPCs. That one will work itself out as the OOC process gets started. It's looking like my character from the last ME game I started will carry over into this one and might very well be the human Council member.
So when I get ready to post the OOC I'll PM you and ask where you are with the games. At that point I can decide what I need to put in hiders, and what I don't need to put in hiders. I really don't want to ruin anything for you. <3

You'd probably like the Deus Ex-franchise and/or upcoming Cyberpunk 2077 if Blade Runner is your cup of tea!
Also, ME 2 is probably the one I like the least out of the ME-games, and that is solely because of the comparatively worthless story. The character gallery is bigger and better than the other two games, and the overall gameplay is superior to the first game (though inferior to the third).
I probably still think ME is the best of them, but it's not my favourite game outside of the ME universe.
I'm fairly sure I can explain this for you Ruby, it's most likely down to the fact that you had at least one character involved in every major plotline, as well as being enthusiastic about any of our various sub plots. It was certainly not a bad thing, I just think I've uncovered the elusive mystery :P
But for some conciliation, this time I won't disappear for a month or so before actually contributing anything, so you know, the experience post-GoT rp'er that I am can always help carry the load.

But this time the structure of the in game institutions isn't so centralized. I'm no longer writing a monarchy. That by itself should help me out, I think, at least. lol
If people want to start discussions on what characters/factions they have in mind, feel free. As I've already said, I'll probably go Systems Alliance/humans.

Are we going to have a chat room for this one? I always find it useful for plot discussion. I'm thinking of going with one of the hinted to, other Dantius sisters, Acting-Administrator of the Ilium Federation.
My logic is that, based on codex entries, Ilium survives the Reaper War much more intact than Thessia, in fact more so than any other Asari colony, making it a rather logical new center, if only temporarily, of government.

Keep in mind at first FTL communications are mostly off and FTL travel is off.
To paint a picture, think of modern Syria. They're in this war and they have over 2 million refugees just in their own country right now. I think that's the least number I heard the BBC toss out. (It's said I, an American, don't trust the American Press for numbers. Like, not at all.) Most Syrians just want electricity and bread at this point. And certain groups have figured out the best way to wins this war, to win hearts and minds, is to fight the enemy...while at the same time providing electricity and bread. To give people basic services; and in this way even militant groups are becoming quasi-governments.
Cerberus will do this systemically in a way to consolidate power, especially in the Terminus Systems. As will a faction of Geth. That's essentially how criminals became to rule over Omega. Of course, actual governments are forced with this style of 'Quasi-Government' too, this practical governing. The Alliance will be doing all over, including initially the Citadel. (And no, I don't expect non-humans to love that fact.) I imagine the Krogans are 'Fiend for yoself, bish'...but they're Krogans. And a forward thinker like Wrex actually might take advantage of the opportunity.
Point is, maybe Illium is initially too far for an official seat of government. Now the money will go where the stable market is. So my guess is...Illium is the financial capital, at least, until Thessia comes back to full power. Could even be a division within the Asari, too. Also the Asari will take a market hit for the distrust factor. But that shouldn't reshape the financial landscape of the galaxy. Just bring the Asari a little more 'down to Earth.'
