I haven't really got a good fleshed out post to try and buy you into my idea here, mostly because I forgot to make one in advance.
However, this Role play will in simple laymen's will be the tale of Arms Dealers as they fight the establishment to arm the highest bidder. While of course Interpol or some such try to stop these dealers.
Okay, that was a terrible explanation of what would happen, I feel ashamed for typing that. Allow me to try and rephrase that.

It's December 1991 and the Soviet Union has just collapsed, you happen to be in the business of International Arms dealings. It's your job to arm the highest bidder with the means to unleash destruction upon the defenseless masses. Because of that you're universally hated by just about the entire world. But you don't care about that, they aren't your clients. With the fall of the Soviet Union an brand new, and more importantly untouched market of untold fortune has just arisen. How you go about acquiring said fortune is, well up to you.
I would be looking for a few players, a few Dealers and few Government agents of some kind, who are tasked with the downfall of said Dealers. Not only that, but the Dealers don't exactly like each other, so you have to compete with one another. Sounds like fun, right? Well I hope it does.
Anyone interested in selling a few hundred thousand AK's?

I'll post a tenative interest depending on whether or not activity in other rp's pick up by this weekend or not.
