That an interesting question. It mainly comes down to distinction. An AI is not a computer program. A VI is a computer program meant to make a friendly user interface or to imitate humanity in some fashion. An AI is actually a simulated brain based on research into human brains. They are therefore completely sentient. This includes both collective made and human made AIs. The Collective's name can be misleading in that respect, I suppose, so I will clarify that the Collective are not a hive mind. They are a military force. Their main purpose is to expand technology and to fight for the rights of sentient beings, especially robots.

How's a race of ancient galactic peacekeepers sound. They could be little bugs who choose a host and make it adapt to meet specific needs. If they could travel through space or control humans I think it could be fun.

Doppelgangers are similar to that. They're not a peackeeping force but they do inhabit people's bodies. I figure each race capable of space flight probably has their own space police.
