    The Good Life -- OOC

    Welcome, to Los Delito. A beautiful city in southwestern California, Los Delito is a popular tourist destination, as well as a popular business venue... if your business happens to be vice. Over the years, the opportune location of the city, as well as an increasingly unmotivated police force, have turned Los Delito into a haven for criminals, from infamous syndicates such as Los Verdugos and Bắc Giết to street gangs like the Richmond Heights Rollers and the Bulldogz.

    This propensity for crime has also attracted the attention several law enforcement agencies, such as the DEA, BATF, FBI, and ICE to name a few. Jurisdictions blur as each agency fights to be the one to tame Los Delito, and a lack of interagency cooperation has been known to lead to lost leads.

    This is the story of the taming of Los Delito, the "City of Crime." We begin in the early days of the summer of 2012... It's been a tough year already, with Los Verdugos on the rampage after losing approximately $3,000,000.00 worth of cocaine in a drug bust. To complicate matters, gangs have been violently engaging in turf wars all over the city, and Bắc Giết has been aggressively expanding operations on the north side of the city. One question remains: Whose side are you on?

    LAW ENFORCEMENT
    Many different departments of law enforcement are highly involved in Los Delito in recent years. Below is a list of the most notable ones.

    Los Delito Police Department
    ”I am the police, and I'm here to arrest you. You've broken the law. I did not write the law. I may disagree with the law but I will enforce it. No matter how you plead, cajole, beg or attempt to stir my sympathy. Nothing you do will stop me from placing you in a steel cage with gray bars. If you run away I will chase you. If you fight me I will fight back. If you shoot at me I will shoot back. By law I am unable to walk away. I am a consequence. I am the unpaid bill. I am fate with a badge and a gun. Behind my badge is a heart like yours. I bleed, I think, I love, and yes I can be killed. And although I am but one man, I have thousands of brothers and sisters who are the same as me. They will lay down their lives for me and I them. We stand watch together. The thin-blue-line, protecting the prey from the predators, the good from the bad. We are the police.”

    The LDPD, one of the most heavily funded police departments in the nation, employs 11,000 officers and roughly 3,000 civilian staff. A hierarchy of ranks and interdepartmental jurisdiction, divisions, and areas makes it a hectic place to work. However, each officer is trained in his duties and does nothing but advance that training every day on the job. Most officers in the LDPD will see more on an eight hour shift than any other department officer will see in their career. Though there are many corrupt cops in the department, it is yet to be unseen any criminals turning up from the organization. Though, the year is still young… Below is the equipment used by the department:

    United States Federal Department of Immigration and Customs Enforcement (ICE)
    In Los Delito, there is one group all other law enforcement groups fear to tread on. The ICE, in the city in force, is here for one thing: bring down los Verdugos. Armed with whatever weapons and equipment necessary, they are directly employed by the United State government to capitulate the Mexican cartel organizations responsible for the spike in crime in the past decade.

    Bureau of Alcohol, Tobacco, and Firearms
    Responsible for the investigation into large amounts of drugs and weapons being smuggled into the country through the Mexican border and Los Delito’s many ports, the BATF is in the city in small numbers, but heavily funded.

    United States Federal Bureau of Investigation
    The FBI, the second most renown investigation agency in the city as of late, is heavily involved in bringing down the Asian organized crime syndicate: Bắc Giết. Deep cover agents are suspected to be seeded in Bắc Giết rings, and the bureau has stated it will use any force necessary to send the message of the law to the leaders of the organization in Vietnam.


    Los Delito’s Criminal Underground
    There are hundreds of gangs and criminal organizations throughout the city of LD, though most of them are small time, neighborhood-centric gangs that law enforcement is far less worried about. Below, however, is a list of some of the most dangerous criminal groups in the city, separated by their major ethnic make-up.

    African-American Gangs
    East Side Terror: One of the most infamous street gangs in the country, EST is notorious for high-scale drug trafficking (particularly crack-cocaine), murder, and extortion. Typically associated with the color blue, they are the city’s largest African-American street gang. A suspected 20,000 members exist within the city’s metropolitan area alone.

    Bulldogz: The Bulldogz, mostly concentrated on the east side of the city, are the EST’s biggest rival. Red, an anti-blue of sorts, is typically associated with these murderers and robbers. Responsible for twice as many shootings as the East Side Terror, the Bulldogz have been wanted for suspected weapons trafficking for years now, and their leader (Jack Besnardo) has been in Los Delito County Penitentiary for almost seven years, serving a life sentence on six counts of homicide.

    Asian
    Bắc Giết: The BG is the city’s largest Asian organization in existence. Drawing influence from many old Vietnamese and Cambodian criminal organizations, the BG is one of the most infamous criminal groups in the world. A member base of nearly 12,000 in the city of Los Delito makes them a highly active group indeed. Wanted for multiple shootings, beheadings, weapons trafficking, drug smuggling, and human trade, many of their members are average citizens whom you would not guess to be involved in crime until they are above you with their weapon. LDPD officials are warned to steer clear of them, especially the younger members who no longer hide their affiliation, and instead have turned into a street gang of sorts, due to their tendencies to be extremely violent towards cops.

    Hispanic
    Los Verdugos: (the Hangmen), one of the most established criminal organizations in the region. They operate primarily out of Los Delito, meaning that most of their key members and a large portion of their muscle, as well as other assets, are present in the city. In addition to their own manpower, they often employ local gangs to do their dirty work... if shit goes wrong, the gangs are often blamed, leaving the cartel up and running. So far, there has been insufficient evidence to convict the Los Verdugos bosses of any wrongdoing, though their men are sometimes imprisoned for unrelated offenses... but never for long.

    It's suspected that the cartel is run by the Moreno family, which consists of two brothers--Hector and Felix Moreno--and their sister, Isabella de Arroyo. Hector, being the eldest of the three, is in charge of the overall operation of the cartel. Felix, being the younger male, is in charge of making sure operations run smoothly, which means he gets to oversee security and maintain logistics, while Isabella takes charge of outside relations, mainly recruiting from local gangs to keep the cartel's business from leading back to the cartel.

    Other persons of note are Miguel Santiago, the cartel's "security chief" and Henry Dawes, the cartel's "legal counsel." It's unclear how many others the cartel keeps in their employ, but it's accepted that the cartel is deeply entrenched and not about to leave of their own accord.

    These shots were hard as hell to get, don't ask me how. - Agent Anderville

    The so called "Professional" is a Caucasian female that stands at a height of 6 foot 2 with an athletic build, her voice has no recognizable accent in either languages that she communicates in, and has no outstanding body marks or features. Witnesses have been unable to describe her facial features in detail, stating that either "It was too dark to see" or that "There was too much going on to take note." Agent Anderville, while undercover, managed to sneak some shots with a hidden camera while discussing a possible hit.

    These images have been archived and all agents have been notified of her appearance and are on the look out.

    Personality: Agent Anderville's personal interactions have revealed that she is generally very secluded and prefers to work alone, or in general, simple solitude. She tends to be very calm most of the time, even during interrogations of her targets, which Agent Anderville was very intimidated by. She seems highly dedicated to a job at hand and won't stop until it's done. She is also know to be quite vengeful, as certain clients, from simple civilians to mob bosses, have been killed by her due to wronging her in payment, or other deals. Touching her is not advised.

    History: Her personal history is either unknown or has been tampered with. Agent Anderville speculates that she may have ties with both the CIA and Homeland, but there is currently no evidence to back that up. The details of this speculation are currently being reviewed, and this section will be updated once anything new comes up.

    Skills: Agent Anderville has put up his report before he was taken off the case, here are the following capabilities of this hitwoman.

    • CQC Specialist: It has been noted that the suspect is a capable hand-to-hand fighter, close-quarter confrontations are best avoided.
    • Markswoman: Anderville has reffered to her as "One hell of a shot". Her sniper kills provide enough evidence of her capabilities.
    • Tri-lingual: Anderville has reported that she speaks English, Russian, and Spanish fluently.
    • Parkour: LDPD Officers and the FBI Agents have had issues keeping up with her on foot, as she utilizes obstacles to lose her pursuers.
    • Elusive: Our agents have been having trouble locating her whereabouts and tracing her calls, she appears to know to how to hide in plain sight.


    Attire: (View appearance images for reference.) She prefers to wear black clothing of any sort, though the most prevalent appearance is in the images above in this document. A black shirt with a stylish purple corset on top. Black leather trousers and combat boots. Normally a Black Trench coat is added on top to conceal weapons.
    Arsenal: Her weapons are heavily modified, reaching standards that break the Geneva Conversion. They are the following...

    • Modified Colt 1911 and Desert Eagle



      These two pistols have been modified with the best add-ons money can buy, with extended magazines, rails, optics, flash suppressors, full auto firing mechanisms and even ammunition. The suspect has been seen using explosive and incendiary ammunition to maximize damage to both human targets and vehicles.
    • 370 Super Shorty





      A snout pump-action shotgun that is easily concealable in clothing and can be fired one-handed, and carries 4+1 12 gauge shells.
    • ChecTec M200 Intervention



      A very expensive military sniper rifle of a .308 calibre with a max range of 2500 meters, and a 5+1 ammo capacity. This very rifle has killed dozens of people around the world. Explosive ammunition has been used with this rifle.
    • Gerber brand Machete, Gator model



      A "Gator" Machete of the Gerber manufacturer, made of high quality carbon fibre and other light materials. The blade matches multiple insertions of many deceased individuals who's bodies have been found this past month.


    Agent Anderville wasn't able to get close enough to the suspect to be able to fill in the sections below. They will be filled in when other agents obtain more information.

    The plot is basically gonna follow the law enforcement's day to day while trying to bring down los Verdugos and the Bac Giet. There is no detailed plot, it's a sandbox game.

    If it's to my understanding, most SWAT team members and members of special tactic LE teams are standard police officers with a specialized training. Generally, a SWAT Team member will have a police patrol route, or normal 'day job law enforcement duties' like making arrests, patrolling the streets and writing traffic tickets- but they're on call. If while on duty(Or off) and they get a call for a special situation, then they get SWATified. Not including the extra training and what nots.

    Besides all that, Warty has stated most everything is acceptable within reason. :P You could make a LDPD officer who's on the LDPD tactical team?
