As for the guidelines this RP will go by: three average-sized (five sentences long) paragraphs is what I'm looking for. Interaction and insight are the key points here. Grammar is also important (I'm a bit of a nazi, but not too bad since I make errors all the time).
Also, this is a pretty fleshed out idea and most things are pretty concrete (like map, location names, major organization past and present (Elders/Masters, Kyoujin/Regulators) etc.), though I'm not above discussing adding stuff, disagreements, ideas, etc.
Anyway, I've never had much luck keeping anything going. I have several RPs within/about this and none of them have been finished. But that is just to say I'm not going to be down your throat to finish this RP. I'd like some kind of dedication to this and will probably be offended if you post three times and leave, though. >.>
As for what my post quality is like (if you like to know your GMs) this is a post of the minimal size I will usually write while this is probably the maximum I would ever willingly write.

Plot 1: The last war took place over 100 years ago and the rural land of Sobetsu has been in a long period of peace and contentment. However, this contentment has become boredom for many and though the crime rate has been minimal, many citizens have been acting out in various ways. With the occasional seat-changing of the Mages and Masters, these are the major events that have become major spectacles for many. Though tradition still stands, the privacy of such matters has dissipated.
Kazan is a secluded country by choice. The war placed an unwanted stigma on its citizens. The Royal Court has been entirely rebuilt and reformed from the contastrophe those 100 years ago and the Kyoujin and Regulators have become the past and even myth to some. A group of misfit children, however, have been up to no good within the city of Seizo. Right in the middle of the Fire Country and major manufacturer of the volcano-surrounded land, this large city is robbed and taken advantage of by a clan called "Hagetaka" of its innocence and security.
Though, just labeled "nusience," they are growing exponentially and the threat on the city is becoming ever weary of these hooligans.
Plot 2: The Kingdoms are on the brink of a Civil War. The Republics still attempt to resurrect their shattered government. The Parliament is facing famine and, thus, a strain on their relation with the other Nations. The Democracy is charged with the clean-up of the Earth-Fire Wars that ended three years ago. With the terrorits group of Regulators disbanded and the assassin's organization of Kyoujin extinct, Sobetsu is ready for a time of peace, but one man seeks to take advantage of this turmoil and usurp the country for his own. Some people rumor the man to be Takahashi Masaru, the former leader of the Regulators even when many witnessed his 'death.' Still, the remaining terrorists and assassins have re-grouped with pirates and attempt to ally with the various clans throughout the country and overthrow the worn-out and archaic governments to make their own and rule evenly over all people. Freedom of choice is being threatened and the collapse of the Mages' Conclave with half of the Masters' Council being killed during the Riots, protection from the highest of Elementals is not certain. For now, the Isles of Jisuikafuu keep to themselves and train those who survived the attacks, leaving the Nations to fend for themselves. It won't be long until the Change occurs under the One.

I'm sorry, I didn't know you wanted us to respond to that. I was just waiting for any info regarding an OOC as the world itself was enough to pique my interest. But yes, that story line looks plenty interesting to me. Nice and open and whatnot.
