Batman Run-Off
This takes place after the events in Arkham City: to sum it up, Joker is sick and in the end dies, Batman defeats Hugo Strange (Main Villain) from destroying Gotham, and during his journey he encounters several allies, Catwomen, Robin, Azreal, and Nightwing. After defeating Hugo, he returns to his vigilante duties in Gotham. For the sake of the Rp, Joker is alive, but is still sick and not as active in his crime ways, but still plays the same necrotic role towards Batman.

Plot/Story

Part I
A new terror has arrived in Gotham, one that’s not only stopping justice, but crime as well. There’s a new serum that has been released into the air that only effects food and drinks, right now the serum is in a small part of Gotham and is way worse than the Titan project and Poison Ivy’s toxins. The serum is call Atrophy, when released in the air it is undetectable, however it is detectable once it contaminates food or drinks. The serum then has not activated, when consumed via digestion, it contaminates the stomach along with any other random part of the body. When the serum is activated through transmissions from a uniquely specific radio wave, it starts to decay the contaminated body parts, if it contaminates the brain, it does not decay but rather wipes the brain of all knowledge. The body goes into a state that is barely surviving, for example: say someone has become decayed to the part where they look no different from a zombie, but their body is still functioning, barely surviving, but still functioning. The serum can also be activated through a different radio wave, similar in distinction to the first but it has very different effects. The contaminated body parts immediately spread the serum to the rest of the body, enhancing all senses along with strength, endurance, comprehension, etc. the target basically becomes like a super-human. So far there is no way to cure or reverse the effects, but the effects can be stopped so there can be no further harm to the subject(s).

But what of the Villains and Heroes; the Heroes grow curious and start to investigate, while the Villains crimes are put at rest since their hired forces have been affected and they themselves investigate. Neither will help one another, but more of a race to get to the source, the Villains will want it for themselves while the Heroes want it destroyed. The Villains will of course resume the devious actions towards the Heroes in stopping them in their tracks or slowing them down.

Poison Ivy (Kitty Catty)

Weapons/Means of fighting: Plants/earth, plant toxins, toxic lipstick, spores, mind controlling pheromones, also has antidote lipstick, secretes floral toxins to injure or intoxicate
Fight Style: Aims to kill, usually through a toxic kiss or a blown kiss containing toxic spores, though will use trees, vines, and other plants to kill
Abilities/Uniqueness: Can be weakened if left out of sunlight or killed by herbicides, immune to all toxins, bacteria, and viruses (including Joker venom), obsessed with plants, botany, and environmentalism, best friends with Harley Quinn, aims to protect the natural environment and believes that cannot be done until Gotham is destroyed (in hopes to turn it into an Eden of sorts), often adopts children since she cannot have any (very maternal), eco-terrorist, strong minded people can resist her natural pheromones (like Batman), is still more human than plant, will join hero forces to prevent other villains from any plans that might harm the environment

Livewire (Xikari chan)

Weapons/Means of fighting: None
Fighting style: Is some what good with hand-to-hand combat, but mostly relies on her powers in battle.
Abilities/Uniqueness: Electrokinesis, a being of pure energy, able to transform into electricity (her skintight costume is made up of ionized air) and travel through anything that will conduct an electric current. She can externally manipulate electricity (along with electric and magnetic fields), and conjure lightning blasts of various intensities and lengths. In her electrical state, she can possess and control any devices along a grid that conduct electricity - notably, consumer electronics and telecommunications networks. She had lighten blasts that can weaken, stun, or even render an enemy unconscious. Livewire has the ability to broadcast the energy she has stored in the form of a coherent signal (radio wave, etc.), without directing the energy at a target.
Livewire's main weakness is water. Even a small amount of water will cause her stored energy to go haywire. However, if she has enough power, she can survive being splashed without completely losing her powers and suffering only a minor drain. Livewire has to be drenched in water to suffer a major power loss. She also has another weakness, silicon dust. When a large quantity of it has been spread all over her body, its electrical resistance properties would render her powerless. Livewire has also shown great strength.

You gave a very basic CS let me know if I need more but everyone knows the Joker right? Do I need more haha

EDIT:

The all to familiar ring of an ice cream truck sounded throughout the damp and foggy streets of Gotham. Kids cried in joy as the truck came to a stop in the otherwise empty street. The ice cream man had his back turned from the children showing only the white back of his coat. He turned wearing a doctors mask and loose strands of green hair hung over his make up covered face.

"Hello boys and girls." the man said with a sickly voice. He smiled so that the red of his lips stuck past the doctors mask much to far to be the red of his lips. The red looked bumpy and scarred. "How about a magic trick? Let's see how fast we can make all the ice cream in this truck dissapear." He laughed and started handing out cone of ice cream.

The kids took them and began eating not to far from the truck. A blonde kid who was next in line tugged on the sleeve of the gloved man, "Excuse me sir. Are they free?" Once again the man smiled handing the ice cream cones in his hand away. Then pulling up his sleeve.

"Of course they are little one. Today is a good day. One full of laughs."

The kid smiled hesitantly obviously put off by the masked man's demeanor but he took the ice cream anyway. "Thank you sir." With that he walked off and began to eat with the others.

The man turned to a woman in the back of the truck, "Are there any more?"

"We're all out Mr. J." the girl said with a high pitched voice.

"Good. It's time we go." The truck's lullaby turned off and began to drive off slowly and then turned down the road out of sight. The blonde kid now half way through with his strawberry scoop let out a giggle. He covered his mouth but another laughed escaped him. He dropped his cone and placed both hands over his mouth. But his mouth opened wide laughing uncontrollably. He fell on his back laughing so hard he couldn't breath.

His body was laughing but his eyes were searching, looking. He saw that the other boys and girls were beginning to laugh in a similar fashion. As if some amazing joke had been told and they couldn't keep themselves from laughing. His face turned red and he began to choke with laughter unable to catch his breath but no matter how hard he tried or how much his body began to ache he couldn't stop laughing.

Moments later at the elderly home about a mile from where the kids had eaten their hilarious ice cream the truck sat parked at the center of the building. Bricks laid about it from the wall it had crashed through. The elderly and the employees of the complex stood looking at it with a daze as a large present sat in the back of the open van with a tick-tock as a timer counted down on the outside of the box.

In the apartment next door the ice cream man sat in a chair staring at a camera on a stilt with his helper holding it. A wire ran from it to a radar dish just outside the window. "We're ready Mr. J. The Gotham police station is receiving our broadcast."

The make up covered man grabbed the left strap of his mask and removed it. "Hello Gotham's finest." He began to choke leaning over hurling the air from his lungs into his balled hand. He sat back up looking at the camera pressing his lips together and pushing them out making a "pop" sound. "As I'm sure you are well aware the elderly home not too far from you has a bomb, and it's tick tocking away." He giggled as he finished his sentence.

"They've been instructed not to leave the building unless accompanied by an officer other wise the bomb goes off." His eyes opened wide as he made the impression of an explosion with his hands opening and moving away from his body. "Now you could save them. It wouldn't be too hard." The last word stretched with a scratchy voice. "Though, there is a problem you could say. A couple dozen children at the other end of the city are suffering from an overdose of laughter and may very well die if you do not help them. I've provided some of your vehicles with the serum required to save them."

He paused looking at the camera with his hands closed together, "So officers. What will it be? The children and future generation of Gotham? Or those who helped build this city? It's your choice really. Oh and one more thing. If you try to split up, they both die."

With that the camera fell over under the push of the assistants hand and the man began to laugh hysterically. Ha ha. Hahaha ha. Aha ha ha. Cough, gag. cough cough.

The girl laid down on the floor in front of the camera and waved, "Good luck boys." Then her hand went over the camera and the screen went black.
