Few things: 1) After some thought, I think that absorbing the substance through the skin would be better overall. It fits the ethereal and magical aspect of it more, and I think would give more creative freedom. At the same time, there's no reason why actually eating it wouldn't work too. You're still touching it with your skin/body after all.
2) I've been thinking about having it be lighter than water. That way it won't all end up at the bottom of the ocean -.-
3) It still needs a name.

Skin absorption works. Having it float is good, that way you can have people who pick it up off the shores and also bigger operations where they skim the tops of lakes and maybe even parts of the ocean with nets made to grab the stuff.
As for a name, nope. I'm awful with making names. :D
