Adrasteans would never mind prisoners being thrown to Praxima, they all think that's suitable, it's in their nature. ^^

And there's no religion, they're way too based on scientific information for that.
All I ever lead to is chaos.

If, after we have recognized intuitively a number of simple truths, we wish to draw any inference from them, it is useful to run them over in a continuous and uninterrupted act of thought, to reflect upon their relations to one another, and to grasp together distinctly a number of these propositions so far as is possible at the same time. For this is a way of making our knowledge much more certain, and of greatly increasing the power of the mind.

We ought to give the whole of our attention to the most insignificant and most easily mastered facts, and remain a long time in contemplation of them until we are accustomed to behold the truth clearly and distinctly.

The Meditator reasons that he need only find some reason to doubt his present opinions in order to prompt him to seek sturdier foundations for his knowledge. Rather than doubt every one of his opinions individually, he reasons that he might cast them all into doubt if he can doubt the foundations and basic principles upon which his opinions are founded.

Haven't you been reading the plot? oO The ruler of the system decides to go to Praxima and she turns into a psychopath, wanting to change all shit and shit. The Adrasteans will all be against her.

    Well hello there fellow writer

Ok, lets delve into this. And I don't mean a necessary writers block that you may be experiencing, but rather the heart of the problem you may be facing.

Taking a quick scan into your idea for this plot, it seems to me that you have more of a 'setting' than a 'story'. This isn't a bad thing; it is actually very helpful for a story to have a decent setting - a world built behind the plot. Though this does naturally lead to a lack of real basis for a long-lasting story. I believe your problem is not necessarily the ability to write, but of substance to actually write about.

Consider this: you have your string of planets, and you have a preliminary set of characters, but you, as of yet, have nothing really to this set of ideas. Sure, you have a bunch of things you want this new ruler to do, but you can't write a story / book / novel / whatever on the exploits of a single character; that is not what a plot is. To make this work, and to enable you to write much more, you need to have a proper plot.
The good news is that plots are really not that hard to build upon if you have the right formula. It is also enriched by a host of well developed characters, though characters alone cannot ever constitute a story. One without the other is a sure-fire way to flop on a great idea.

Even more lucky for us is that there are members of this forum that are adept at developing really good plots (and not just settings / worlds). I asked a question similar to this a little while ago and got some serious intense feedback from two upstanding members of our community: Brovo and Shon Harris. I hope they don't mind me shamelessly quoting them here.
These are some fairly meaty reads, but if you can look through these quoted replies, you will find yourself in a much better position to develop a good plot!

-- And I actually find the question that you asked in the hider before your last one to be quite a good one!

Anytime. Do fire me some questions if you need any clarification. I am aware of the fact that all those quotes are not the easiest things to read.

Don't you worry. Passion evolves into skill, I assure you.

Now, if you are really worried about writing technique itself, here is an extensive list of tips and advice ti improve your prose, though I doubt you will really need it.

My advice to you to begin developing your story? Finish fleshing out your world.
Build cultures and languages, traditions and technologies. How does politics work? What about transport and travel? What is the social custom of each world in your story? How are politics handled? What about war?

All these things need to ideally be constructed before you truly delve into the plot. Do not build any plot-driving characters during your world-building. Make the history of your world an immersive and colourful entity. Nothing is more impressive in a book than feeling like you have entered a living, breathing world that has been running for years before you even opened the book. Nobody likes reading a story that feels like the world has only just begun as the first page is turned. Make your characters reference events in the history and they will become important by themselves without ever needing a true explanation.

Then, and only then, should you open your world to plot development and characters.
