History: The boy known as Kokurai almost certainly had parents, though he didn't have a great deal of time to get to know them. It seems that they died during an epidemic during his youth, but that spared him for whatever reason. As such, Kokurai has had to essentially raise himself and he's not done a great job at it. But he never went really hungry; a center of industry like Republic City always has some odd job that a small fella can do and so Kokurai bounced from one place to the other. Some times he was running messages for the Triads, or selling papers on street corners. Sometimes the factories and mills would hire kids to crawl under the machines to sort of mechanical jams. He got by and he learned to fend for himself. He also got a good taste of humanity through the criminal underworld and he didn't really like what he saw - people doing anything for money, stabbing each other in the back. It was only when he absolutely had no choice, that starvation was his only option, that he'd work for the Triads. But he worked there for long enough that the more respectable people in Republic City started looking at him as a regular no-goodnik and more as such the honest lines of work mysteriously started drying up. In other words, the more he worked for the Triads, the more he had to work for them because there was no alternative.
Kokurai's Beast makes it very hard for him to channel his chi and as such he didn't realize he was a bender at all until relatively recently. He was little more than hired muscle, a pair of hands to lift heavy boxes or break legs, but destined to never really do more than that since the Triads were basically all benders from the level of underboss up. But it put food on the table, and there was nothing else to do, so Kokurai did it. It wasn't until he found himself unarmed and in a fight with a member of a rival Triad - who inconveniently happened to be wielding a machete - that the lightning first came. Maybe mortal panic helped grease the gears. It leaped from Kokurai's hand to the tip of the man's blade and then through his body, shocking him to unconsciousness. Kokurai didn't freak out, but looked at his hands for a moment, realized what was going on and smile at the remaining rival gang members who, suffice it to say, were significantly less pleased with the revelation than Kokurai was. When the dust settled, Kokurai started scouting out lightning masters to train his abilities - bending lightning was an extremely lucrative skill in industrial Republic City and he realized he didn't have to shackled to the Triple Triad anymore. That teacher happened to be Mela-Sensei, who realized that her prospective student was more than just a rowdy street punk soon after meeting him, that there was something under the surface. Mela's relationship with Kokurai has been... interesting so far; Kokurai doesn't like being a pupil, or being away from Republic City for too long, and was really only in it with the hopes of landing a cushy job making lightning in a factory somewhere, but Mela sees his potential and is trying to groom him into something bigger, give him more direction. As such, their training tends to be very off-again, on-again, rather than prolonged periods of intensive education. That said, this training has revealed that he's able to manipulate metal chakra as well as lightning, marking him out as one of the Avatars, though he's yet to be able to control any of the other elements.
He's received Mela's invitation to the pro-bending match and is certainly attending, if only to get the most out of the free ticket. He's not a particularly spiritual sort but he knows that being an Avatar means just getting a job in a factory making lightning is a little below what he could be doing with his life now. He's still not sold on the whole messiah thing, but if he can climb up in the world then he'll take that chance no questions asked.
Tailed Beast: Eight Tailed Beast, Raiju. Appears as a wolf-like creature made of lightning. It dwells in Kokurai's spine, centered at the small of his back. It makes Kokurai faster than people expect, not in terms of running speed but reaction time and reflexes. Raiju is selfish and sleepy, not wishing to go out of its way to help others and in general wanting to take the path of least resistance in life. It does not enjoy hardship and will prefer it when Kokurai takes the easier path, disliking when he takes the hard path. This is perhaps why he finds bending harder than most; Raiju is averse to work and reluctant to "chip in" with chakra when Kokurai tries to channel it, but like a lightning bolt when it does decide to chip in, the amount of power can be almost overwhelming to a comparative novice like Kokurai. Lightning comes easiest due to Raiju's nature, and metal a little more difficult but still manageable due to its conductivity. Water might be feasible for the same reason but currently he absolutely cannot handle earth element jutsu, due to it's opposition of electricity.

Jutsu:
Lightning Bending Jutsu (D-Rank Electric Ninjutsu) Basic technique creating and directing a current of electricity of variable strength in the user's body. Can be channeled outwards in a simple line 'bolt' but with little control)
Eel-Skin Justu (D-Rank Electric Jutsu): Generates a charge and holds it in the skin; can be channeled into a metal weapon. Anyone touching the user, or weapon, receives a shock
Lightning Speed Jutsu (C-Rank Electric Ninjutsu): An extension of Eel-Skin technique, this allows the user to super-charge their body's natural electric current, creating a brief period (~30 seconds) of near-superhuman speed and reflexes, at the cost of increased energy consumption.
Iron's Punishment Jutsu (C-Rank Metal Ninjutsu): Channeling metal chakra to ones hands or feet, this technique allows the user to cause rapid rusting and corrosion to a iron or steel targets when struck; this allows the user to weaken or even destroy enemy weapons and armor. It has no effect on noble metals such as gold or silver, which do not rust.
