Simply said, he's Doctor Doolittle. He can establish a telepathic link with any animal or feral based mutant. It is as of yet undetermined (up to GM) if this is simple telepathic communication or if the powers of true psychic domination. Due to the unique alignment of his ability, he is detected as an animal to other psychics; They can tell there is a thing in the room but he registers as an pet rather than an owner.

Backstory:
Born in Michigan two veterinarian parents, he had always lived his life surrounded by animals. His parents pushed medical knowledge down his throat the whole time growing up similar to other children doing algebra in elementary school so it took and stayed with him from infancy. When he went to school he was often bullied by a mutant with anger issues who would be his foil for years. Time rolled on with him unofficially learning the medical trade for simple things such as surgical prep and other first aid level treatment. When he was 13 he got picked on yet again and thrown over a razor wire fence line into a junkyard. The yard dogs came barreling towards him but stopped when he screamed for help and began to lick at his cut leg. Thinking it was coincidence, he made his way home where his parents stitched him up easily but he was left with this nagging feeling in his mind, a deeper awareness of the animals his parents wrote off as a child's empathy or intuition. When he was 16 he enlisted in ROTC and joined the army at 18 right when the mutant war began. He slipped past the screening process by being in the same room as a female feral mutant from Mexico who was trying to get citizenship to prove her patriotic duty to the USA. William got assigned to a K-9 EOD unit as the animal handler and finished his official schooling to become a licensed Vet while still serving his tour as an EOD officer by immersion of the field. Unfortunately his mutation got revealed even after seven years of careful practice when he used his powers on a feral mutant, the same woman from his screening process. He was immediately court marshaled with a dishonorable discharged but released after registration due to the fact that his powers had no use against humans.
Again, your sheet is not up to standard in comparison with all our other successful applicants, and so I'm going to have to reject this sheet.
Not only does it lack detail in some fields, but the character itself is inappropriate for this roleplay. His powers are - if I were to be polite - of questionable use and quality, especially in this setting. Furthermore, as just evidenced IC, a lot of the members are untrusting of a fellow mutant. They're definitely not going to welcome an ex-solider into their midst. The risk is too high.
