Tech is rare. Even if you are sufficiently trained, You probably can't afford it. player's will start at slightly above peasant level. (even if they are disguised royalty)
And I will again point out that magic and technology DO NOT MIX. Though you can still use both, they just don't work well at the same time.
My planned character is full on forest dwelling, cottage inhabiting enchantress...there is zero tech for her start off.
Rule of Cool still applies, no? Sure, it'll be hard, and not something that he's going to accomplish within the first ten pages, but it's still a goal to work towards. Science creates simplicity while Magic is simplicity, and the two can be indistinguishable at first glace. We may start out at pleasant level, but I want my orc to pursue powers beyond arm's reach. Either he discovers something that will work towards his goal or he finds someone who can help him, which is what my second character is for; a thief type person. Or even better, strait up invents it himself. That's science; not a question of how or why, simply when.
I'm not sure how complicated the rules of magics are in this RP verse, but with sufficient imagination, I'm sure something could be worked out between the two. Maybe use magic to seal intelligent life into a mechanical body like a zombie (You're body isn't just made from meat the same way a computer is made from wires), or perhaps even use technology to bypass certain powers of magics. A shield of fire might not withstand a bolt of plasma, or a magic diseased cured with medical science. The advance technology may be out of reach, but I'm sure I can do something with less. Tony Stark made his first iron man suit in cave, WITH BOX OF SCRAPS! Or something along those lines. That is the Rule of Cool in effect. I'll still have less technologically focused characters, like my thief/bard illusionist, but it's just so that this doesn't end up a game of "Who's got the biggest fire ball".

Well, sealing an intelligent beings soul into a metal body would bring the death goddess' wrath down upon you for denying her a soul. You can do that, but the parts can't be too complicated, lest the spirit be unable to... 'pilot' the body. Hilariously, plasma is considered electricity and thus air magic, and fire is resistant to air, so the plasma wouldn't do crap. and you can cure magic illnesses with tech, but it's generally more effective to use magical means.
Also, Everybody starts with ONE character, I might let you have more later. Every first character is part of an adventuring party that all meets at a given location, thus starting an epic adventure full of heroism and explosions. You don't have to be heroic, you just can't be a villain until a little later. This setting (Magic AND tech) relies heavily on the seven elements of Fire, Water, Earth, Air, Light, Darkness, and Aether. Basically, your first character is one of the two chosen heroes of their particular affinity. for example, my first hero is one of the chosen heroes of Darkness, as evidenced by his Dark affinity. What is affinity? every being has an elemental affinity which can be described as what element 'colors' your character's soul and personality, it has nothing to do with their powers, just the way they act. one affinity can manifest in many ways. for example: One Fire affinity berserker is prone to angry outbursts and has an abrasive personality. Another one might be a courageous and charismatic leader with a love of freedom. In terms of combat, it's simple. Fire > Air > Earth > Water > Fire. easy. Light and Darkness are both strong agains each other at the same time, and Aether has no strengths or weaknesses. one more thing: Everything runs on elemental power, EVERYTHING. from the lowliest rat to the mightiest god.
