OOC Still underconstruction, Information will be flowing in for a couple of days, and for the next week or so I'll be plenty open to suggestions that may entail changes in the RP.
The biggest Thing I need first is votes on starting suggestions.
The World is a mess, a perpetually fragile balance of existance between humans and animals, but more so between 100's of other creatures that manage to exist beyond the atention of most humans. The World is filled with super natural things, Fae, 'monsters', Demons, spirit creatures, the list goes on and on and new things, both unknown or perhaps thought extinct, are discovered all the time.
The state of the world as a whole thus far is what can be expected of a world run by humans, separated territory they've laid 'claim' to, vast cities scattered about, and leaders at eachother's throats over the dwindling resources. Some feel that war is brewing, the world teeters on the edge of wide-spread chaos, and nobody ever seems to listen to those who present effective ways to really improve the world.
Amidst all of this there is one place that takes no part in the workings of the world of man, That is the Isle Cathrati, In a place humans dare not tread for fear of death by natural or unnatural means, an area of the ocean where history tells of the death of nearly all who've ventured within... The Bermuda Triangle.
It is a haven for all things unnatural, an island spanning about 5 miles in length, rich with minerals and surrounded by Creature made defenses that result in the supernatural effects that drive humans to be afraid of the area, and only parting for those who are invited or have unique knowledge of how to circumvent the danger.

The Purple Circle: Cathrati Tower, The main source of long sight watching the seas and a vast land-mark for anyone who knows what they are looking for to lead them to the island, standing easily a mile into the sky, the nature of it's capability to remain stable at such a height is unknown.
The Black Circles: These are entrance points to 'under city', the vast miles wide and deep city beneath the island.
The Red Circles: These are defensive towers around Cathrati City, while there is no expectation of someone fool enough to wage war on the island, they are always well supplied, though currently they mainly serve the purpose of surverying the plains around the city to catch fleeing criminals and the like.
The Green Circles: The 14 Pillars surrounding the Ruined Temple, little is known about them as much as the temple, but they seem to play a part in controlling the weather beyond the island, as well as protecting the island from said weather.

Cathrati is an oddly shaped island, seemingly shaped to containa little of many different environments and to promote the survivability of numerous species. It is home to a large mountain, a city, several ports, vast an mysterious ruins, and an absolutely VAST under-ground City and tunnel net-work going dangerously deep into the ground beneath the ocean. It is also surrounded by water on all sides of course, but this water happens to contain a number of various under-water settlements that are home to aquatic species and play host to the first line of Cathrati's Defenses.
The Island is home to over 1000 Different species of creatures, even to those of similar 'name' but different forms from allover the world, geographically unique species of werewolves for instance.
Cathrati is known as one of the few places in the world where no form of disguise is needed, though there 'are' humans on the island, they are few compared to the rest of the creatures [feel free to play one if you want.], but they are part of this civilization, some unwillingly from having been stranded after a crash, other's invited or perhaps just good enough to get there on their own. A number of species present look down on humans and are less than friendly with these inhabitants, though a fair number of resident humans have some form of magic or skills that help them out, but the general status of humans on the island is that of a standard citizen and as long as they, like anyone else, don't cause trouble, they can mostly expect the same quality of life as the others.
Overall the Island maintains a fair balance of chaos/peace, Freedom/restriction, and so on, garaunteeing the 'needs' of any species can be met, though not the luxuries. The island's settled areas are 'usually' considerable as a fair ammount of safety for all, though there are plenty of dangers still present, you can't fit Millions of people in the same area without a bunch of rotten ones coming along too.
Note, That not all species listed here are 'all that's available', If you have one you particularly wanna use, or a custom one even, or a variant of one that's already present, even hybrids in 'some' cases, Feel free to present them.
Obviously Incubus/succubus
They are considered a very dangerous race, and those who feed without self control are often hunted down and wiped out by security forces.
Their primary ability, and threat to others, is their ability to feed on others, whether through a simple kiss or far more 'intimate' acts, they are capable of drawing life energy from another person, which is often quite fatal to humans unless the Cubus in question has practiced controlled feeding to avoid such, though it is often only fatal to non humans if they really push the limits, though doing so is considered punishable by death of course.
This feeding also triggers accelerated healing capability.
As long as they are properly fed, they are considered to be greatly stronger, tougher, and faster than a normal human
They also have the 'seductive touch', directly inducing pleasure and infatuation through physical contact, essentially temporarily brain washing those they use it on. They can affect others regardless of gender, however those of sexual preference 'conflicting' with the gender of the user of said touch will be considderably more resistant to it.
They also happen to be capable of breathing life energy 'back' into someone to bring them back from the brink of death, or to repair a feeding caused death, though doing so often triggers terrible infatuation with the one who did the ressurecting Note: A number of Hunter Squads have a Su/incubus on the team to repair just such damages.
Other Ability may manage to surface in the midst of Hybridization.
Not too much full detail is known about them as far as unique powers and the like, though they generally dwell beneath water and never come on land except in some areas where, either they hunt, or where there is no requirement to 'look human' to be acceptable.
There are several Merfold colonies around Cathrati Island, and are directly employed and responsible for the prevention of human ships and the like from reaching the island un-invited.
Whether a wolf, a fish, or snake, or whatever, Shifters are generally associated with 'were-creatures', or 'lycans', though they 'normally' have great control of their transformation ability, Emotional situations can drive past their control at times, anger most especially.
Aside from the standard changing ability, and unique capabilities depending on their creature of relation, They have a number of other Beyond human capabilities, even in human form, through to a moderately reduced degree, Though they are capable of 'part shifting' to improve their human form capabilities, but obviously revealing that their not human, not that it matters much on Cathrati.
Among those other abilities are things like Enhanced senses, Strength, Speed, Endurance, Stamina, Reflexes, Agility, Healing Factor, and Longevity.
There are variants of course, those with less size and more speed, others with 'plain animal' forms and those with half forms, some may have telepathic abilities and others may have a unique effect to a normal ability, such as a sharp howl that can cripple those with even good hearing. The varieties are vast enough that for 'most' of them, you can't guess their abilities until they use them.
Note, Most shifters have some form of communicating with other shifters over a fair distance, sometimes psychic, sometimes with scents, or may instinctual signals, most must be learned.
Not 'just another vampire' really, They still feed on blood, have enhanced strength, though subpar compared to a number of other Fae Species, and are difficult to harm. Unlike Legends and such imply, they are 'not' harmed by sunlight, AND THEY NOT SPARKLE >.>
not to much else is known, but ironically they are considered among the lesser dangers in the super natural culture.
Body Jumpers, sometimes considered 'ghosts' of a sort, though their 'true form' isn't known and they are still fairly mysterious, they are occasionalyl reffered to as 'zombies', being that they must inhabit a dead body.
Those who 'behave themselves', are supplied with a specialy treated 'corpse' that does not decay, and allows them to live indefinately as long as they keep it well preserved. Little is known about their abilities aside from inhabiting or perhaps controlling dead things.
Unlike the 'legendary' basilisk, their gaze does not turn people to stone.
These are infact aquatic serpents of considerable size, generally capable of swallowing a person whole, though their main threat is that their scales are poisonous, being cut by one, or ingesting the poison from one, whether from the scale or from it having been senthisized by someone and weaponized, It causes delusions and hazy vision first, then slowly erodes internal organs until death.
they are employed in Sea Based defense of Cathrati Island, and the handful who are 'peaceful' are very careful not to cut someone with their scales, and often have a bandolier behind their head containing anti-venom incase of someone accidently getting poisoned, thankfully it takes time to become painful and fatal, and they can 'smooth' themselves down to a degree, though it's not perfectly 'un-sharp'.
Species in this list require special permission, or may be disallowed for normal player use, whether for rarity, excessive power, or any form of 'god power'. They may not always be well explained, sometimes because of lacking official information, other times purposeful due to rarer information that wouldn't be available publically even to other unique species.
Some may be expected to do something to lessen their powers when within city limits.
They are a very deadly seemingly snake related Breed of Fae, though Usually associated with 'The Light' side.
Their venom is potent enough to kill a normal human with only a few drops, and a full bite can 'bring down the gods', so to speak, or more accurately, is capable of killing even supposedly 'immortal' creatures. They are one of the few species capable of literally killing creatures such as 'The Garuda' who are otherwise immortal and nearly impossible for other creatures to even over-power, much less kill.
They can disguise themselves as a perfect human form easily enough, but can sprout poisonous fangs at a moments notice. They are generally considered to be stronger than a human and capable of striking with 'snake like speed and flexibility'.
They can also regenerate 'any part' of their bodies a certain number of times, [for the purpose of this RP] Depending on their age, some may only be able to do so once, other's may be able to so a dozen times, this includes heads and vital organs.
They can supposedly take on a 'true form' of a massive multi headed poisonous serpent, not unlike a hydra or a dragon in appearance, though this is not a confirmed capability.
Few Will ever reveal to anyone who isn't a friend or 'required' that they are a Naga, as their venom is vastly valuable to privateers and the sort, and even with their strengths they can be overwhelmed by greedy hunters who may even just chop off their head and move on before it regrows.
A Species of Very long lived creatures, considered more of a super natural monster, capable of taking on a large birdlike form and producing flaming wings who's beats can producing heated force capable of flooring whole groups of men, as well as producing a flaming sword of similar quality.
They possess powerful telepathic abilities such as seeing through another person's eyes or possessing someone.
Even in human form they can extend their hands into vicious talons.
the Garuda also feed on rage, hate, and violence, the emotional equivalents at least, and are capable of forcibly inducing these emotions and the actions related to them in other people, though the exact method of such is unknown, survivor reports imply that it simply blocks off mental functions that do not pertain to their desired 'food'.
They are considered to be inhumanly strong and durable, long lived, and incredibly hard to kill, with very few potential methods of eliminating them, Naga venom being the most well known. Of course 'peace' could wipe out their entire species, so very few of them are interested in 'not' instigating war and death.
While a normal Shifter is considered plenty powerful and quite dangerous in a fight, A Shifter Alpha is vastly more so, often superior in enough ways that they could take on a pack of normal shifters on their own.
They possess vastly superior physical capabilities to normal shifters in all factors, though certainly not 'literal' immortal, They are considered among the most difficult creatures to kill.
They are also capable of partial and full shifting anywhere they want between normal human, and a full or half animal form, and sometimes between multiple animals.
They also tend to possess a psychic quality to their howl, disrupting the minds of those they wish to be harmed when it's heard, though decidedly not often fatal except to those who are particularly sensitive.
Most are watched very closely when wandering about in public, though in Cathrati they are not required to maintain a human form, those who wander about in a beast-like form often have a squad of Security personell watching them or out-right escorting, mainly because they can even 'accidently' kill someone without enhanced endurance.
Most in human form still appear 'special' in some way, often larger than others around them, though some may have a different specialty.
While Shifter Alphas are considered extremely dangerous, Purebloods tend to out-shine even them by a sizeable margin, but are even more vastly rare in number. Their power is great enough that the ones who are 'good guys', or rather who are worried about the well being of those around them may spend at least a century in seclusion ensuring control of their capabilities to avoid accidents.
It is well known the possibility that a Pissed off pure blood could cause more damage to a city block in an afternoon than a wrecking crew could in a week, and there is a special branch of Cathrati Security forces dedicated to handling such excessively powerful creatures should they go haywire.
There are so few at least that they aren't considered a 'pressing concern' to the city management, though those who actually bother to show up in the city are often expected, and willing, to wear a Psychic suppression collar, as their voice can sway weaker minds through inherent dominance, and their howl could defean if not kill anyone within a city block, of course there is special equipment available to the afformention unique branch that can resist such capabilities, at least long enough to steam roll a violent pureblood into a puddle of meat with all the munitions they can provide.
Purebloods generally aren't classified as Alphas and the like, though one should be wary of a pureblood calling 'themselves' an alpha, it tends to mean they think their stronger than the rest of the pure bloods as well.
Also, purebloods are capable of contacting, hearing replies from, and relaying messages between, other Shifters even if they are miles away.
Not to be confused with a Blood 'mage', who could have learned their ability.
A Blood sage's blood bears enormous potential power to it, capable of warping reality in some ways. When a Blood sage's blood is used to write something, it is expected to come true as though it twisted fate itself to obey, However, It is well known that doing so invites horrible forms of payment as well, often out-weighing the value of the desired effect, and generally are used solely as utter last resorts or in desperate acts.
Otherwise they tend to be human aside from possessing the most powerful blood magic possible, as well as being capable of using such that would be fatal for a blood 'mage' to use.
Not too much is known about these head detaching creatures, but they seem to be the harbingers of death and are still regarded at terribly dangerous.
An always female creature who is capable of casting raw insanity through their gaze, and can end up affecting themselves with it if viewing their own reflection.

also, nice CS suggestion =3 About the only changes I'd make are that the powers shuold probably be in a description form, rather than a list, a number of abilities may depend on species, though for the most part a description of their powers will work best in that section ^.^ particularly given that not all have the same 'number' of powers XD
I'll also add in sections for things like factions or specific groups, though filling those out won't be relevant until the RP has started and factions actually play a part in the way the world turns RP-wise XD

Shape Shifter: can change into just about any being that he has seen but as a rule doesn't duplicate anybody, he can also mix and match parts although that tales a little more effort
Appearance: he likes to be a humanoid typically or a feline, his preferred form is a feline/human mix with white wings which he is capable of using for flight.

Equipment: Psychic suppressor collar
Other: an axident that happened while he wasn't concided more than a a young child totally muted him making it so he can't use his vocal cords which means that he uses his telepathic powers to communicate which he is perfectly fine since a regular Pyschic suppression collar doesn't block anymore than about 4/5's of his ability.

>=C Now Pyrak, I mentioned under the 'regulated species' section that it's required to PM and convince me why I should allow someone to use one those excessively powerful species, most especially something like a pureblood xD Unless someone comes up with a good explanation, they will mainly serve to be plot devices or key NPCs, we can't have normal player characters running around able to explode someone's head with a thought or capable of demolishing half the city in the middle of a hissy fit, never mind the that you basically mega 'superfied both the psychic and shape shifting abilities. I said 'sometimes' multiple animals, not that they could turn into any random then, that would've been a 'shape shifter' rather than the 'subtext' shifter line of power..
Not to mention that something that could be called a 'prince' or anything and a member of one of hte RPs most powerful species, would require a helluva backstory.

you said special permission not pm the character... and I wasn't planing on having Varen running around (actually I didn't have much plans for him at all) and actually I wouldn't mind having as a highly detalistic npc because it gives a fraction character, speaking of which I think I'm going to make a few rough characters for npc's who are key people in random fractions that pop into my head if that is ok with you.

Of course when you make an NPC you should add NPC to the CS title or something to make sure it's known =3 I can let him go as an NPC.
