The year is 2279. New York City, or "the Big Apple" as some prefer, was one of the great old world cities but as with all the others, it is only a shadow of its former self now. The pre-war buildings are nothing more than decaying structures and the former landmarks serving only as a reminder of the times before. The streets of the "City that never sleeps" are almost always empty with only a few small pockets of survivors occupying various buildings.
It's a dangerous place now, overrun with raiders on the surface and feral ghouls in the subways. Though word is now spreading of Super Mutant sightings in Brooklyn, slowly making their way to Manhattan for unknown reasons. Safe points are spread out well across the islands but their numbers are decreasing with every attack.
But say what you can about the city now, some still believe there is fortune to be made and glory to take. If rumors are something to go off, that's how you get into the elusive Empire State Club who live in luxury at the top of the famous building. And it would be a lie to say if most weren't jealous of them.

Welcome to the Fallout: NYC OOC. If the name didn't give it away, this is a Fallout RP set in and around the New York City area. For a clearer version of the boundaries of the map, there's Manhattan Island where the group will start off. Just above that, there's the Bronx and Williamsberg. Next to Manhattan, there's Brooklyn and Queens. Also next to Manhattan is New Jersey. The area encompassing Union City, Seacaucus and Hoboken will playable but the rest is out of bounds for various in game reasons.
I'm looking for five dedicated players who are familiar with the Fallout lore to play this.
As pointed out by Hillan here, there's a site that I'm sure a few people on the site know of called sync.in that's used for collaborating posts. This will help a lot when you want to make a post involving two characters doing the same thing or just create some plot together and don't want to make a flood of posts.

Age: (Preferably above the age of 16 though if you can make a child character good e.g. Clementine from The Walking Dead, then I will allow them. For human characters, the age cap is 65. You need to be keeping up with a group that will most likely be running from cannibalistic cults and big green mounds of asexual flesh. Age cap on ghouls will be about 250-260. Keep in mind that many ghouls were created from the war so you could have them as a survivor.)
Profession: (Are you a former raider? A vault dweller? Treasure hunter? This is where that goes.)
Appearance: (Picture or a physical description)
Skills: (Pick 3 main skills that are canon within the game. Fallout 3 skills please. e.g. Lockpicking, Small Guns, Bartering etc.)
Weapons: (Be realistic. Unlike the game characters, you don't have a magic bag of holding so please be realistic with what your character can carry. If you're going to have a large weapon like a missile launcher or a sniper rifle, limit yourself to carrying only one more small weapon like a pistol or a knife. No weapons like the Fat Man or the Minigun (and variants) and no special or unique weapons either.)
Attire: (Just give a description of what you're wearing. No power armor or faction attire unless you work(ed) for the group.)
Equipment: (What are you carrying? Do you have a sleeping bag or a bedroll? A favourite book or toy that you enjoy reading or playing with from time to time? What about supplies? This is where all that goes. Like with weapons, be realistic.)
History: (Self explanatory really. You are allowed to come from other areas of the country or another country if there's justifiable material or reason to say that you could e.g. Canada since it's next to the U.S. or the United Kingdom since there are a few British characters in Fallout. Your story is not allowed to break canon however so be cautious about what you put in.)

Rules:
No Godmodding. It's a pretty standard rule really but for a better description of it, you're no Lone Wanderer or Courier. You might be able to kill a few raiders single handedly but you'll probably get hurt in the process or miss a few shots. You won't be able to run into a building full of them without getting your head blown off so don't think you can.
Show some respect to your fellow players. I don't mind some playful jokes at other people but don't be an ass.
Please refrain from posting incomplete character sheets. I don't mind people post to say they're working on one but if you haven't finished it, it doesn't belong here.
I expect a good 2-3 paragraphs of about 4-5 line each in IC posts.
Good English is required. I don't mind the odd "lol" or "brb" in an OOC post but for IC, you will have to writing well.
Don't try incorporating other characters or players into your backstory unless you have the consent of the GM (NPCs) or player (PCs).
No killing other players. I don't think it needs to be said that you wouldn't like it if somebody suddenly stabbed your character in the gut so don't do it to others without asking them first if it's okay.
Post at least once every three days. If you need an extension on the deadline, I'm happy to give one so long as they're not a frequent occurrence.
If you feel as if you can't post frequently enough (I do understand that life gets in the way sometimes), please tell us that you're leaving and either make a few posts that would explain your character going or hand them off to another player.
GM's say is final. If I ask you to change something in a post, it's probably because it doesn't fit with the RP.
Failure to follow the rules may result in getting verbal warning from the GM, getting chewed out by your fellow players, being banned from the RP and Administrator action if it needs to be used.
Appearance: Philip is of average build and stands at 5'11. He has fairly pale white skin with short blond hair and green eyes. He covered a fair bit in dirt from the wastes.
Skills: Lockpicking, Small Guns and Repair,
Weapons: 10mm Submachine Gun, Switchblade and Sawed-off Shotgun.
Attire: Wasteland wanderer outfit with biker goggles and a pre-war hat.
Equipment: A sleeping bag, a paintbrush and small tin of black paint, a bottle of Nuka-Cola, a bottle of Aqua-Pura, a tin of Cram, a copy of The Hobbit and various bullets.
History: Philip was born in a large settlement in remains of Manchester, England. Much of his early life was spent in poverty as his family scavenged the ruins looking for items to trade for their next meal. When he was around fifteen years old, he was taken on a plane to New York using the savings his parents had been making for years. Upon arriving, they realised it wasn't much different from the place they left behind.
Living in Brooklyn for a couple of years, it wasn't long until his parents were killed. Their deaths taught him not to act like a fool in an unfamiliar environment, especially one with raiders as vicious as they encountered. For a couple of years, he stuck it out on his own; scavenging and occasionally working with traders. He gained a reputation with them for being a trustworthy man for getting what they needed.
When on a trek into Manhattan to get find a rare book in a library for one his trader's contacts, he heard about the Empire State Club and their life of luxury. From that day forward, he made it his goal to make enough caps and get in.
Other: Philip is bilingual, fluent in both English and French. In DnD allignment terms, he would most likely side towards Chaotic Good.

There's a real life conspiracy theory that the Illuminati's headquarters are inside a building that looks like an Owl if you stare at it from a certain perspective. Could we have a underground Illuminati base accessed through a hole the subway? ... Maybe that's too unrealistic.
A colony of Ghouls that live by the phrase, "Dance 'till your dead." live in an old nightclub and are all massively addicted to narcotics.

I like the Ghoul colony idea because I'd been thinking of ways to make one but couldn't really of where they could be. The Illuminati idea sounds a little bit far fetched though for the Fallout universe, mainly because that's what I'd always considered the Enclave to be and I don't really have any plans to incorporate them into the story. For rich and powerful group though, I feel like the Empire State Club already fill that gap.
Appearance: Arthur stands 6'4 and has a muscular build, a bit lanky but not dangerously so. He hands long unkempt brown hair and blue eyes. He has 3 scars, one on his forehead running sideways, one on his arm running from his wrist to elbow, and a large one on his back. He is handsome for the waste, and keeps cleaner than most.
Skills: Speech, Melee, and Repair.
Weapons: One hunting rifle and a antique sword that has has been kept in good condition.
Attire: Leather Armor
Equipment: A bedroll, tool kit, water and some food, a book ( Historia Regum Britanniae ), scrap metal, and a box of .308 ammo.
History: Arthur was abandoned at age 7 by his parents, and was taken in by a goul, who was old even for a goul. The goul was 62 when the bombs hit, and it was almost a blessing for him to be alive. His life was extended, and he was able to travel. He was a museum curator, and he taught Arthur everything he knew. One day while staying in an old museum, it was called "The world of King Arthur"! Thats when he picked up Historia Regum Britanniae, one of the first King Arthur books, and after reading that, decided he was the new King Arthur, and named himself Arthur King. From there he and the old goul scavenged for food, and survived, while Arthur trained with a sword he found in the museum.
Arthur was good with people, being charismatic and friendly to them, making friends. He was not strong, but he was fast, and he used that when he fought off raiders, and if needed, he used the old mans hunting rifle to get them from afar. It was a good life (Good for the wastes), he was sheltered from the worst of the world, but he still grew to be tough, but as the years went by, the old man grew weak, he couldn't move as fast, or walk as far. They both knew it was the end of the road for him, but Arthur ignored it. When one day, he just couldn't move on. He was to old and sick to continue. He died shortly after, and Arthur took their small amount of things, and left after burying him.
He then became like most people in the waste, just trying to survive the next day, he was an odd sight, a man with long brown hair, with a sword at his side, and some rumers popped up in the slums about a man who fights for good, which was rare in the wastes. He made caps by repairing things, and he took bounty jobs.
Other: He knows a lot about history, and is a very tolerant of gouls, since he lived with one for 10 years, and he would be, in DnD terms, lawful good, striving for peace through law.
