Only one thing fighting for order in the chaos, the men and women of the Hall of Justice.
This is a Judge Dredd RPG. It is meant to take place in the Movieverse created by Dredd 3D (Not the Stallone film) while also introducing aspects from the comics.
Mega City One
Construction of Mega-City One began in 2032 over top of many cities in north-eastern North America and centering around the area surrounding New York City in response to over-crowding in the many cities on the continent. The construction of Mega-City One was intended to be a solution to improving the employment and quality of life of its projected population of 350 million citizens.
However, due to extensive advertising and perceived job opportunities, migration to Mega-City One caused the population to rapidly outmatch the infrastructure, resulting in housing and crime epidemics that ultimately lead to the forming of the "Judge System" to adequately manage and police the city. However, these problems would only become worse in the aftermath of the Atom War sparked by then US President Robert L. Booth which devastated North America and the rest of the world. Fortunately, Mega-City One was spared total destruction due to experimental laser defense screens that had been built into the city's infrastructure.
The Atomic War
In 2070 President Robert L.Booth ordered the US Army to occupy various key industrial points around the world. Following this mass protests were received from the Mega Cities, nations and alliances worldwide (with the exception of Brit-Cit). Booth issued an ultimatum: either they backed down or America would nuke every other nation. The American population was whipped up into a furor, with both they and Booth believing the anti-nuclear screens would shelter America from any retaliation.
Early on the morning of 12 June 2070 Judges were called to the White House to find one of Booth's staffers dead in the Catfish pond, since the man was known to be anti-war he was assumed to have committed suicide. Later in the morning the chief Judges of the Mega Cities met to discuss what to do about Booth. However Booth would never listen to them and would abolish the Judges instead, a coup was postulated but at the time the Judges simply were not able to take that step since it would have meant betraying the laws of the United States, an act which even given the coming holocaust they were not yet ready to undertake. At the end of the meeting Booth starts the war and the Judges rush back to their home cities.
After the ultimatum expired at around 1300 on 12 June 2070, Booth launched a massive number of nuclear weapons and received a massive counterattack. America's defenses failed, devastating much of the continent; the Mega-Cities defensive lasers kept them safe, with a few exceptions such as Baltimore Quadrant.
By the 13th the Atomic War had ravaged the entire planet, with only Mega-Cities surviving the brunt of it.
In the Aftermath of the Atomic War, the Judges arrested President Booth for crimes against humanity. At this point the Judges were perfectly aware that Booth was insane, and had probably murdered that staffer. Using that as their official motive, they launched an attack against the White House. After a small bit of fighting against those still on Booth's side, they Judges were able to capture the man, and sentenced him to 100 years in suspended animation. It was decided that future generations would make the choice of his punishment with the benefit of hindsight. Under mass public support, Chief Judge Goodman seized the reins of power and abolished democracy.
The Story So Far...
Twelve serious crimes are performed every minute. Seventeen thousand every day. The Judges can respond to about 6% of them.
In a population of eight hundred million, the gangs account for about 9% of the entire population. That's about 72 Million known criminals in the city, working to undermine the law. Add into that random acts of murder, rape, and theft from your average citizen. It's a hard place to live in, but more importantly it's a hard place to govern. And it's our jobs to keep it from tearing itself apart.
Sector 301, disparagingly nicknamed "The Pit," is the most crime-ridden and corrupt sector in the future city. Each city sector has its own sector house of street judges, and the judges in Sector 301 are the worst, as the sector has been used as a dumping ground for every inadequate judge who, but for manpower shortages, would normally have been dismissed from the force. Corruption and incompetence at 301 are rife, and when judges are suspected of complicity in the murder of Sector Chief Rohan, Judge Dredd is appointed sector chief in her place, with instructions to investigate the murder and also to whip the Pit's judges into shape.
Essentially a desk assignment, sector chief is not Dredd's chosen role, and he resents the paperwork and isolation from daily law enforcement.
The game will involve the players as the Judges of this terrible Sector.
Players will be given the option of either playing corrupt/dishonored Judges who have already been in Sector 301, or some of the new recruits brought in to help clean up the sector house. Judge Dredd will be an NPC unless someone wants to play him, although I guarantee it'll be rough playing someone as...stoic as Dredd.
Since this is still an alternate universe take on the Dredd series, you guys can play alternate versions of characters you liked from the comics, such as Judge Anderson or Judge Giant.
