A way of easily and directly quantifying "health" that way would definitely ensure people were more careful. If drinking and smoking caused a very direct, literal, simple and direct effect to their health, or 'hit points', right in front of someone like that, they'd be less likely to continue. I agree that people would be more careful in general as well, take less risks, as the effect of damage is also much more evident in simplistic, direct fashion. It could also have the effect of ensuring people were more open about certain physical conditions, as it would be obvious to people that there was something wrong due to consistently lowered HP.
