Subtle Supernatural [Preferably Advanced, High Casual Acceptable]

I have an idea, less for a roleplay, but more for a roleplaying world.
The characters and the plot are negotiable…but I'm more curious to see if there's any interest in the basic concept of the world itself.

In this world the supernatural might exist.
The paranormal does not come in a flash of light, nor does the devil appear with horns and a tail. The paranormal exists instead as a coincidence that makes one raise an eyebrow.

Preferably nothing would happen throughout the course of the roleplay that would be definitively supernatural. Anything "magical" would simultaneously make a skeptic insist that "there is a scientific explanation for that," while reconfirming the beliefs of a believer.

In this world nothing can happen that is without a doubt otherworldly, but I want to push those boundaries.
    Maybe you're seeing a ghost…maybe you're hallucinating.
Maybe the love potion worked…maybe it's just a coincidence.
Maybe he's possessed by a demon…maybe he's an escaped mental patient.

Although I do want to push the boundaries of what is "realistic," at the same time, I want to maintain "plausible deniability."
For example (something that would fit with the theme of this world):
A character, who happens to be a witch, needs to break into a secure building. She lights a candle, burns some herbs, says a spell, all with the hopes of not being caught breaking into the secure building. By some coincidence (or magic) there is a momentary power outage in the area, and, when the lights come back on, the building's security system does not. A coincidence (or magical occurrence) of this magnitude does not happen often; because if it happens too much, it would become less believable to a skeptic.
For example (something that would not fit with the theme of this world):
A character, who happens to be a witch, needs to break into a secure building. She lights a candle, burns some herbs, says a spell, all with the hopes of not being caught breaking into the secure building. She enters the building, and for some reason, all the security guards just ignore her. She appears on the security cameras, and suddenly they don't care. She stands in front of them, and they look right through her. Sure…you could chalk it up to the lighting; maybe the cameras were at odd angles; maybe she happened to be moving so slowly that she didn't set off the motion detectors. But all of that is too much for a skeptic to logically believe.

Whew…I hope I explained the atmosphere of this roleplaying world well, without being too long-winded.

Like I said, I haven't developed a plot or characters for this yet, but I want to know if there is any general interest for roleplaying in a setting like this.

I'm generally interested. Is it limited to 'witches' or will there be other magical entities?

Other magical entities are certainly allowed. I was just using witches as an example. Vampires, Zomies, Demons, Angels, Werewolves…everything's allowed as long as you can make the reader wonder "is this supernatural, or is it not?"
