I still remember the first moment he walked into the room.
He wrote the words hastily, as he scribbled them down on the page as he leaned over the journal he held on his lap. The rain poured down all around him, the journal barely staying dry, and that which was wet turned from scribbles of letters to streams of ink washing down the page like blood from an open wound.
He pulled out the gun and yelled at everyone to get down. But at that moment I finally realized why I had never fit in with anyone else before. I finally realized, I wasn't like everyone else. As my angry and thirst to hurt this gunman rose within my veins so did the temperature in my eyes.
He continued to write, like a man possessed, like a man whose life could be taken at any moment. The wind whipped around him, tossing his hood back, exposing his already soaked face and hair to the downpour that chilled him to the bone.
The man didn't even make it to the counter as he pulled out a bag for the money. He saw me, still standing, still on my feet. He turned to me, yelling, asking me why I wasn't on the ground. Then he turned the gun on me pointing at my knee cap. The sound of the gun echoed throughout the bank as the bullet ripped through the air only to ricochet off my knee. Nothing but a bruise left where the bullet had burned through my jeans. I dropped to the ground from the pain, not yet realizing I wasn't bleeding. Only when I stood back up did the man start to panic.
A smile crossed his face as he continued to write, despite the storm that brewed all around him. Not since before the car accident that killed his mother had things made so much sense. Those months spent in some special hospital, all the tests, he knew it wasn't normal but no one would tell him anything. Then suddenly he was allowed to come home. But no, now he knew. Now he was sure he was different.
I couldn't handle the pain in my eyes, anymore, it was like they were on fire. The man held his gun up again, yelling at me. Telling me to look at him. Overcoming the pain in my eyes, filled with overconfidence from withstanding his last bullet, I looked defiantly at him. My eyes were the last think he saw before the bright burst of fire knocked him to the ground covering his face and chest in third degree burns. I was no longer a college student. I was now the übermensch, so much more than a man. Every since the accident, I had been alienated from everyone around me, my friends, my family, I have had no one to turn to, but now I know why. They all knew it before I did, they all knew I wasn't like them. They all knew what I really was. If I die out there, to whomever finds this journal. My name is Gabriel Carter, and I am an Outcast.
Finishing his scribbles, he quickly closed the journal and tucked it inside his jacket. Looking down at his arm, he pulled the sleeve up as he tightly gripped his pen. Raising it up into the air, he suddenly drove it down into his arm, the pen shattering upon impact. Astounded, he looked in awe at the shards of plastic left his his hand as the rain washed away the pool of ink that was running down his palm. Dropping the shards, he reached into his back pocket and pulled out a lock blade. Flicking the knife open, he raised his arm again and drove the blade down into his forearm. This time he felt the pain as the knife under his strength managed to break the skin. Sparks flew around the blade as the arm rejected it. He loosened his grip for one second and the blade flew back out of the arm. It flew to the ground, but Carter didn't care as he watched the skin repair itself. He was more than he could have ever imagined. He was techno-organic, bionic, however you wanted to put it. This was how he survived the accident that had taken his mother. This explained the tests, but that also meant they would look for him. They would come for him and he needed to disappear.
Shaking the water from his head, he looked to the street below. Leaping to the closest roof top, he abandoned the window washer's lift which he had taken up residence in. The cement roof he landed upon slightly cratered around him as spider cracks spread out form his feet. He had no idea what all he was capable of, but there was one thing he needed to find out. If he could become a bionic man, than what else was out there, and how many more outcasts were there in the world waiting for the right moment to use their gifts like he had at the bank.
Welcome to Outcasts. This is a new Superhero idea I have, the idea will be centered around one location eventually, but will at first be a wider range as the characters will need to meet and join together.
The idea here will at first work as a Sandbox RP. Your characters, with their powers or whatever else they have will stop criminals, or whatever you want to do. Of course these acts will be broadcast whether by the local news, radio or by someone's Twitter feed. Naturally "Little Brother" is watching, and you can't tell me if you saw a guy use heat vision on a bank robber that you wouldn't go home and go online about it. So the idea in the RP is that your character starts off with little fame but it grows as they act. Now I'm not going to force everyone to become one team right away. I do however encourage you IC to try and team up, eventually we will work to being one team, but I'll introduce a threat big enough to force us to work together. In the meantime, at least for an arc or two, we'll be doing small team ups to get to know who else in the city has powers or abilities. As such say Player B introduces "Boomer"into the story. Boomer happens to be on a roof top watching for trouble when he sees a couples cruisers with their sirens blaring heading North down main. So Boomer rushes after the cruisers only to find Carter is already on the scene trying to take down the bad guys. So Boomer assists and the two can interact and either form and alliance or not get along. So I encourage you to get to know your fellow players and attempt team ups with them, or if you like some one else's scenario you can join in on it.
Now if the players would prefer, I, as the GM can give you specific scenarios whether IC or via PM (as in Private Message you a scenario to set up in your next post as opposed to me setting up scenarios in all of my posts,) for you to react too. Later on in the RP, once we get the ball going I'll start the more elaborate plot that will bring the players together as a team and make them into more of a group of superheroes. I won't say too much about the plot right now, but it's from another idea I had that I scrapped but will work really well for the main plot of this RP.
In terms of characters, this is a super hero RP. Obviously, I'm using a bionic powered character who has heat vision. I'll post his CS below, but by all means choose whatever powers you want or none if that's your preference. I'll select the characters I like the most and we'll go from there.
I prefer people who can write well, and as such respond even if a player doesn't necessarily give them an opening. Be creative in your writing, it's not too hard to "retcon" a previous post and give yourself an opening. As such, I'll also need players to be open to allowing character interaction, if you're having a conversation between yourself and another, don't be surprised if someone else wants to chime in. If you're both telepaths and are telepathically conversing and someone starts to chime in on that conversation then we have a whole different problem.
With that in mind, I'll need people who will read the post and not skim. Missing details and posting without them can lead to some confusing mix ups and general angst in the OOC. Your writing length will also need to be at least two paragraphs. You're free to write as much as you'd like, so long as it's all worth reading. Please do not write a paragraph on how good the blueberry pancakes taste. Unless of course you're going to actually make me blueberry pancakes in which case knock yourself out.
Alright, I think I've said enough for now, so I'll just get right down to the rules.

Following my previous rule; there is no set cap on how long a post can be, but I'll trust your common sense and judgment on what is too much. If I find myself reading 3 paragraphs of what your morning routine is, I will call you out. Unless as I said before, you make me food.

This RP will run on a 3 day cycle. You have 3 days to post before we move on. If you don't post by then, I will move on with out you and mod your character (which I really would prefer not to do, because I may not get your character right and since my word is law we can't undo it. So I'm sorry if your virgin character makes a bad mistake her first night in the RP!). If you haven't communicated with me by then as to why you can't post before that time, it will serve as an infraction. 5 infractions, and you're gone and your character is mine to do with as I please (read: Herpes for everyone!)
During the 3 day cycle, you are allowed to post more than once (within reason) but it shouldn't be you going off and trying to progress the plot. This will serve to help character interactions and make things seem more organic. However don't let me catch you posting back to back with anyone or I will give all your characters herpes in game, very painfully mutated herpes.

The game will be played in Baeville, a large coastal city. While the main area of the city is on the coast, the South East end of the city is actually a separate island and tends to be more upscale than the rest of the city. Baeville is easily recognized by several factors such as the Union Bridge, the Coastal Watchtower, and the historical city hall. Baeville was originally a French Settlement in the late 1700s but as time passed it grew into a very productive and profitable city. Now it is a thriving land mark of a city while known for it's advancements in hydroelectricity and self sustaining power sources. As such it is the only city in America to be separate from the rest of the powergrid as the city became self sustaining as of last year. As such the city offers a great deal of jobs in the technology center. Aside from energy sources the city is well known for the medical technologies research done at the Baeville Academic University, or the BAU if you will. This University is one of the worlds' leading facilities in medical research and a medical graduate here is sure to be hired immediately upon leaving. This marks a huge departure from the city's roots in fur trading and the fishing. Though hunting and fishing do remain a popular past time among those living in the west and north suburbs. The Union Bridge, was built about one hundred and fifty years ago when Baeville extended onto the island to the east. The bridge is named literally because it allowed for union between the island and the coast. The bridge is a favourite tourism spot due to its beautiful architecture as well as the background against the Atlantic. The Coastal Watchtower was originally a light house that watched over the coast, however as time progress it phased out of use. Now the city had it reconstructed about twenty years ago, and they designed it taller than any other building in the city. The Coastal Watchtower rises from the middle of the city and looks out on the entire area. The top of
the tower is shaped more like a disk and contains a famous restaurant. This part of the tower rotates allowing guests to enjoy a view of the entire city while they dine. At night the tower is lit up with millions of lights which are altered throughout the year to reflect various holidays.
The city itself is divided into five distinct areas. The down town is located in the Central area of the city, this is where you can find the Coastal Watchtower along with some of the oldest stores in the city. These stores tend to be very upscale and specific in terms of what they sell, as well there are small fine dining restaurants among the stores. This is also the location of courthouses, the historic city hall as well as law enforcement. Towards the south, is the South End which contains the hospital as well as new age shopping centers and restaurants. This is also one of the busiest ends of the city. The North End of the city is the poor end of the city, as well it contains a prison along it's most northern boundary. The North End is primarily made up of residential living that becomes less and less expensive as you get closer to the prison. The West end is a mix of residential and shopping containing both elements of the North End and the South End. Lastly there's East City across the Union Bridge. East City is the newest and most expensive area in all of Baeville. This area is home to much more upscale homes as well as the University and Hydro plants,
The Weather in Baeville can vary greatly. Though it is a four season city, summer and winter both are significantly shorter than spring or autumn with the latter seemingly dragging out much longer. As such the city is prone to a lot of rain and wind, as well as cool temperatures. That's not to say that the city doesn't see hot, sunny days. It does in fact see many of them, however the majority of days are wet and cool. Winter tends to be mild, and instead of snow, freezing rain is the most common condition making a lot of people very thankful that winter is indeed a short season.
Skills: Gabriel for most of his life has been a studius student and not involved in many extra circulars outside of chess club and year book committee. As such, he possesses very little physical skills. And instead relies upon his increased strength and speed to do the work for him instead of using technique.
He is however very book smart and a capable detective due to having spent most of his time reading both fiction and none fiction and taking an interest in criminology. He enrolled in Post Secondary Education with the hopes of one day gaining the degrees necessary to become a Criminal Profiler.
Of the physical skills Gabriel does possess lie mainly in agility and acrobatics as he skateboards for a hobby. As such his sense of balance and timing is quite in tune and he can perform a fair amount of jumps and flips.
Powers: Gabriel is bionically modified. His skin is highly durable capable of deflecting small fire arms, but will break under attack from higher caliers. As such he can also survive falls from severe heights, punch through walls and perform other such feats. His strength is increased to the point he would be able to lift up the back end of a small car, however he could not lift said car over his head at this point. His enhanced strength also equally affects his speed and as such he can move at a very brisk pace. Not super fast by any means however. Gabe's endurance and stamina are greatly increased, especially under the sun as the power cells in his pores are charged by solar and thermal energy. Until the day at the bank, the system had been offline, but before entering the bank his had reached the fully charged state which activating all his functions. It is possible for Gabe to run out of power and return to a more human like state, but this would take either an incredibly draining fight or for Gabe to be imprisoned in complete darkness.
Gabe's reflexes are also remarkable faster than a human's and he 'repairs' at an accelerated rate based upon his energy level. Gabe is also able to shoot a controlled energy blast from his eyes, as well as see in infrared.
Weaknesses: Gabriel, as mentioned above is weakened by draining his energy and isolation in complete darkness. EMP attacks will also temporary disrupt his bionics and render him human for an amount of time based upon the power of the blast. Electrical attacks can also overload or short out his bionics for a similar time span to EMP based attacks.
Since Gabriel relies upon his strength for his combat progress, at least at the beginning of the RP, his lack of any combat skills in an exploitable weakness. He however is at the very least agile from skateboarding, and is fast on his feet.
Appearance: Gabriel stands roughly five foot ten with a slender build. His bionics give him a toned appearance, without them, he would have looked less toned due to the fact his form of exercise is primarily skateboarding, and while skilled, Gabe is not a professional. He has an attractive face, though his dark brown hair is usually kept too long and messy for anyone to appreciate it. Gabriel also obscures his face with glasses to keep his face from being too distinguishable should he every be discovered while playing hero. The glasses do a very good job at obscuring his distinctive blue eyes.
He can normally be found wearing bootcut jeans with either a t-shirt or long sleeved t-shirt paired with a hoodie and on colder days a jacket. He always keeps with him a one strap back pack upon which he keeps his skateboard strapped to. Inside the back pack he carries a laptop and some books. Like most teenagers and young adults, he has a cellphone on him at all time.
Bio: Gabriel Methuselah Carter was born to a loving mother and father. Before the car accident that killed his mother there was nothing unique or different about Gabe, he merely was a young boy who went to school, came home and did his chores and homework. He liked video games and Lego and always dreamed of one day helping people. While by no means was Gabe a genius, he was an above average student who learned at a quickened rate and enjoyed reading. His teachers would often comment on his report cards that he exemplified a thirst for knowledge far beyond any of his peers. When he was younger, Gabriel would also try out and participate with his school's sport teams such as the soccer team and track team. This however all changed when he and his mother got into a deadly car crash when he was twelve years old. The car crash took his mother from him and left Gabriel in critical condition, many of his bones were shattered and his organs were failing quickly.
A strange man approached Gabriel's father and offered to save his son's life. Desperate, Gabe's father agreed and the man had Gabriel transported to another facility where they implanted the bionics which saved Gabriel's life. These bionics however were thought to be a failure as they didn't charge properly due to the lack of life in Gabriel at the time. As such their superhuman capabilities were not recognized until ten years later by Gabe. During the last ten years, Gabe's bionics were slowly charging and repairing themselves, modifying themselves to suit his body and act as though they were organic. This is why they all came fully online so suddenly.
After the operation, Gabriel's dad abandoned him, unable to look at the child who survived when his wife did not. He left his son a small trust fund to pay for university, but Gabriel has never seen his father again since the operation. As such he was placed in foster care where he bounced around until his eighteenth birthday when he was finally allowed access to his trust fund. After this he moved out and has been living on his own working part time jobs while attending Baeville Academy University where he has been studying to become a criminal profiler.

Oh Stein and Hillan I'd also want to make you guys Administrative Authorities in case I'm not around when people are posting CS's and such. You guys know what we like and what we look for so I have complete faith in you telling people what to change.

Smooth: He's fairly slick with his words, not always of course. He is good at hiding his more nerdy side. He can come off as really ambitious, as is his nature. His smoothness is what usually can lead to him winning people over to his side.
Fit: Hitting the gym a couple of hours a day does have it's perks. He requires a lot of showering, though.
Virtuous: He is able to play the Piano, guitar, drums and the violin as well as sing really well.
Military Trained: He have militant training from his childhood, as he was in a militia with his folks when he was younger. Not by choice, of course.
Knifer: He is skilled with switchblades and Butterflyknives, able to take down people with the blades without mortally wounding them.
Intelligent: He is very smart, and knows very much about atonomy and muscle-structure. This is what allows him to take down people while ensuring their relative safety. He also have 4 years of Med-school under his belt.
Powers: Heroism:
He cannot explain it, nor can anyone else. But something in his DNA 'forces' him to help others.
That is so far the only thing it does. It is possible that this power can effect those around him.

Born in the city ,in the North area. His parents were never wealthy. His father got tired of the bad life, and as a war-vet, he enlisted himself, and his, at the time, 4 year old son into a militia. They tried to harness Jacob into a soldier, something that never seemed to suit him. He would prefer to lay in the grass and look at the rain falling than to learn how to use a gun. There was one weapon that he actually learned how to use, knives. Small knives, at that. He did learn some basic martial Arts and tactics, but, the older he got, the more he began to wanting to learn. Not because he sympathized with their cause, he couldn't care less.
When he was 14, he left the Militia camp and moved back into their old apartment. His father never bothered to pursue him. He enrolled into normal High-School, and finished up there, gaining a stipendium to go to Med-school. Said and done. He dropped out after 4 years, to become a singer in a band he met. As it turns out, the rock n' roll life doesn't pay so well. Taking a job at the local Comic store earns him some cash.
He moonlights as a hero, his heroism is almost like an addiction, he tries to fight it, as he's a pacifist, yet, eventually, he's there slicing the criminals into jail.
