I was doing it based on water and ice elements being combined, not a family trait. Sort of like how the the fifth mizukage uses Lava and Boil release by combining earth, fire and water.

^ Kekkei Genkai are always family traits, that's why they're called as such. You probably should have worded it differently. Certain natures can be used more commonly than others. For instance, Fire seems to be something that can be found in multiple countries other than the Land of Fire. Hell, even the First Hokage used Water Release jutsu. If you were asking if using different chakra natures is allowed, then the answer is yes. It's just that you worded it as a Kekkei Genkai, which literally means family bloodline, which is something that CANNOT be found in villages other than the original one.

Yes, that was what I was asking. I only referred to it as a Kekkei Genkai because the wiki classified mixing elements to produce a new one as such. See here:

Which I think has to do with the fact that mixed elements can't be copied. Like the wood release of the first hokage.

The Yukikagure nin use ice release but it is by using already pre-existing ice. The Mizukage likely had parents that had the KG in both blood lines or something like that if not they are cheap imitations of the originals.
