    But, Tibet's state from 1912-1951 (To which I assume you are referring to) was technically part of the ROC, but since the Republic of China's actual control on China was, well, tenuous at best. So, technically, it was a part of China, and the new state of China just absorbed it, and did a better fucking job and, you know, controlling it.
