This is the OOC of the Netheworld RP.

Taken from the Int check:

You have died , suddenly , unexpectedly and unfortunately.

Of course , when a person dies such a sudden death , they have certain regrets about their lives , love , vengeance , sense of incompletion does not allow these souls to go to Heaven or Hell for reprocessing.
Therefore , the Netherworld was created , to host idle souls until they are ready to move on , an island on the river Sanzu (or Higan , your call) the Netherworld is a lively place.

The entire island is covered by the city of the dead , and in it reside ghosts. Each ghosts possesses power given to it by its regret . However ghosts cannot use such powers on their own.
However , a certain few ghosts have significantly higher powers , they are the chosen guardians of the Netherworld , the ghost royalties. In the center of the town of the dead lies the white tower of the ghosts , in it reside the 12 most powerful royalties , which together rule over the Netherworld.
As everyone is already dead , the most common way of settling disputes is killing each other , and the ghost royalties use this method to decide on the position of the top 12.

Royalties can offer ordinary ghosts multiple benefits. They can unlock their hidden powers and empower them , all they ask in return is their services during the stay in the Netherworld.
This has led to the current state of the Netherworld , ghost royalties hold most of the ghosts in "slavery" . And enjoy their "lives" to the fullest. Especially lately ,a very ambitious princess has begun gathering a sizable ghost army. What does she want with it is unknown , but probably something sinister.

After your death ,you awake at a seemingly deserted courtyard , all the doors are locked.And all you can hear is deafening silence and a distant sound of something that sounds like warfare.

This RP starts in a locked courtyard of the Moon harbor of the City of the dead.
All of your characters can remember their lives , but not their deaths. Also nobody is trained in using even their most basic powers yet , and ghosts cannot pass through the ghostly walls of the buildings in this city.

Island. The entire area is covered by buildings and parks.
1- Soul plain.
This central area of the city hosts the city core , its buildings are tall and sturdy , built of stone and brick in a central European style . There is barely any parks on the soul plains. The few that are here are on rooftops. The streets are narrow and windy , except for the main few.
2- Tear harbor.
This is the main harbor of the Netherworld , and officials from Higan arrive here every day to speak with the commanding princesses , most new souls appear in this area. Because of its importance , it was too build of sturdy buildings , and the area generally resembles the soul plain , with the harbor itself being built out of black rock.
3- Dead swamp.
The land of the dead swamp is eternally moist , and so most buildings are raised over the ground , leaving most of the area still let to the swamp. The princesses that frequent this place usually have their ghosts trained well in combat in muddy conditions.
4- Crying peninsula.
The easternmost peninsula in the city of the dead is dotted with eastern style buildings , and the wooden structures are often rebuilt due to being damaged in fighting , since this is rather far from the center the streets are wide and the buildings are not that tall.
5- Regret hills.
The continuation of the eastern design from the Crying peninsula continues here , but the hilltops are filled with numerous graveyards and sakura gardens , in the eternal spring of the Netheworld it is always filled with flower petals , towards the east the gardens turn into a thick , tall forest.
6- Suicide slopes.
The dark , misty area of suicide slopes is one of the most dangerous in the Netherworld.
The tall trees block most of the already weak sunlight , and the mist coming from the blood river kills the remaining light , creating a eerie atmosphere.
This area is filled by shacks and shanties , and only weak and outcasted ghosts inhabit this place. Even though there is a few ghost royalties who live here , perfecting ambush combat.
7- Blood river.
Blood river is the only river on the Netherworld , its source runs from the dead swamp , and its flow is always filled with sakura petals , which then flow into the dark waters of Higan this area is filled with mid classed buildings tightly packed near the river , the river often releases fog which enshrouds this and the neighboring area of Suicide slopes.
8- Fear coast.
Fear coast is the coastal expansion of the suicide slopes , however with far less fog this area is more extensively built , high stacks of shacks and shanties rise here , and it almost looks like the suburbs of south American cities , as the Suicide slopes , this area is rather dangerous.
9- Moon harbor.
With the Blood river dividing it from the inhospitable areas of Fear coast and Suicide slopes , the Moon harbor is one of the most beautiful places in the Netherworld , with its tall buildings and rooftop sakura gardens , the Moon harbor serves as the exit point from the Nehterworld , and all souls that have fulfilled their regrets can take a ship to Higan from here. Occasionally some souls also enter through this point.
10- Vain coast.
To mirror the Fear coast , Vain coast is the coastal residence of most royalties. Its long beaches of black sand and hospitable forests make it look pretty , even in the world of death. This place is filled with many powerful ghosts which secure the residences of their masters ,and rouge ghosts or ghosts of lower class princesses are not often accepted to even enter this area.
11- Dark coast.
Dark coast is the private playground for the top 12 royalties. Their private residences are all located in this area , and whenever they have a feud between each others the usually settle their disputes here. Despite that the area is wonderfully kept by their army of ghosts and reminds of the Versailles.
12- Corpse forest.
The corpse forest is the most well kept forest in the Netherworld , and only occasional building can be seen , this is one of the rare inbuilt areas on the island , and as such is a pleasant area to take a walk in , by an agreement from all sides , combat is forbidden here.
13- Lone hill.
The lone hill area is named by a single hill in the center , on it lies a great sakura tree , even larger then trees in the Suicide slopes. This tree has been here since the dawn of the Netherworld , and legends say that for each flower on the tree one ghost in the Netherworld resides. Around the tree lies a great park filled with sakuras , and around it is the extension of soul plains , a busy metropolis of ghosts.
14- Murder lake.
The murder lake , as the only lake in the Netherworld is a rather popular spot , and ghosts often come here , especially those that died by drowning are attracted to it. Besides the lake there is a large amount of shops here , and items from Higan are sold here.
15- Vanishing peninsula.
The vanishing peninsula was named so because the fog from Higan often hides this peninsula , making it near invisible from the river and the island. Besides that this is a "Suburbs" like area , with family style houses with large courtyards and wide streets.
16- Hallow path.
This area connects the infamous Grief peninsula to the rest of the city. Its southern part is rather vibrant , due to its prolixity to the murder lake and the lone hill , but its north part is ravaged by combat and battles.
17- Grief peninsula.
The grief peninsula is the headquarters of a small group of princesses which try to take their place in the white tower by force , and as such are branded outlaws. This area is quite well looking ,and rouge ghosts are often welcomed in , however its south is constantly destroyed by combat with the princesses loyal to the tower. So far none of the sides had successes , the white tower is too busy with internal quarrels to deal with the rebels and the rebels have insufficient forces to break through the blockade.


City core

City core , the princesses reside here.
And it harbors the white tower , a large Japanese style castle from which the top 12 royalties control the island , and commute with the senate of Royalties.

All ghosts share some abilities that are common , every ghost can use this powers , and as such are not considered special.
These powers get a boost when a royalty amplifies them , but they remain generally the same.
These include:
Levitation , Invisibility , Ability to see other ghosts' auras (even when they are invisible) , manipulation of temperature (but not too strong) and communication with the human world.
And the boosted versions:
Flight , ability to sense other ghosts , and the ability to open gateways to the human world.
Invisibility and manipulation of temperature never change.

Ghost royalties are exceptionally powerful ghosts , their powers as such surpass ordinary ghosts , but without contracts not by much.
The ordinary abilites are:
Magic , Flight , Wide range ghost scan , Regret power , The ability to increase the power of ghosts, The ability to invite human souls to the Netherworld.
These powers are usually quite self explanatory. However , Magic , Regret power and the empowerment ability have certain additional facts which should be taken into notice.
All three of these abilities are dependent on two things , a royalty's innate potential , and the number of contracts the royalty has.
A royalty with a high potential makes much stronger contracts with ghosts , and her abilities get increased by far much more for every contract it makes then a low potential royalty , their magic is also more powerful.

Regrets are the reason the Netherworld exists , and ghosts can pull out a lot of power from their regrets.
However , for those powers to be unlocked , a ghost royalty is needed , it can use its powers to unlock the ability for the ghost , and grant it access to the powers given to it by its regret.

The power itself depends on each ghost separately , some regrets are more powerful then others , having a powerful regret is both a gift and a curse , because powerful regrets are usually harder to overcome , while weaker ones are usually far easier.
A powerful regret can be an attack , a weapon , a shield or even an ability such as self empowerment or super speed.
Regrets are very hard to block , even with magic.

Personality: He is usually a nice, easy going person, who is kind hearted and caring, even to strangers. He believes in helping everyone he can, whether they are in person, or even on the web at some social site. He rarely get's angry, only when someone does something that they willingly know is wrong. He also is a rather observant and intelligent person, most of the time, and his only goals in life were to make other people's lives better than they currently were however he could.
Regret: He tends to have multiple regrets, one of which that he wished he could have done something when his younger sister had a heart attack and died, but was unable to. The other is ending his own life, taking away any chances of him helping someone again, and letting all his friends and family down, causing them to suffer and grieve because of his mistake.
Favorite color: Brandeis blue
Cause of death: He fell into a deep state of depression after he lost his sister, where he then cut underneath his forearms and took his own life during his breakdown.

Yulia is more of a silent type. She does give an intimidating look at first and looks stiff, but eases up once she becomes friendly with others. She prefers staying in a group rather than being alone. Yulia is actually a caring person, but she is not good at showing her emotions.

Regret:

She regrets not being able to look after her younger brother, Ren, and leaving him with their stepmother and father, who she thinks would not take care of him well.

Favorite color: Crimson

Cause of death:

Yulia was part of a small gang called Trump, ever since her father remarried four years ago, and her priorities were the gang and her younger brother. One day, her gang was attacked by a larger gang in the city and many of the members from the larger gang carried guns and weapons. She died from a gunshot when she tried to protect a younger member of the gang. As such, there is a black hole on her chest.

Personality: A typical by-the-book cop in life, he was nonetheless a good-natured guy who was quite effective at his job despite being relatively new to the force. Regardless, he has no problems gunning down criminals should the need for police brutality arise.
Regret: Early on when he had just joined the force, he ended up letting a criminal get away during a chase. This criminal later went on to murder his at-the-time girlfriend and her family.

Cause of death: Shot by his partner who happened to be a corrupt cop after trying to expose his criminal ways.
