No more rest for the righteous OOC

Neo Roma, built over what was once called Chicago, is one of the original Neo cities (Commonly called hives by the common people) the city was once a shining example of hope for the rest to follow. And follow they did, Neo Cities began springing up all over the world to help elevate the strain of the exploding population numbers. At the same time new advancements in Bio-Augment gave many a new lease on life, if they could afford it.

But now the great city is suffering.

It is 2035, Crime and the new drug Shadow Spice has infected the lower levels. The local government through corruption and fear has turned a blind eye to it, crime bosses have begun to seize power where they can. Now the choice lies with you, will you try and save the city or will you be part of the infection?

Welcome to Neo Roma, the city of new dreams.....

Natural resistances, base powers such as increased stamina, enhanced eyesight, Etc. It's basically something that sets you apart from an ordinary person without completely deifying the laws of psychics

    Name: Marius Corvati
    Gender: Male
    Age: 25
    Appearance: Himself, His mask
Equipment: Two silenced pistols, combat knife, mask
Job (Vigilante, criminal, crime-boss, Etc) : Crime-Boss of the Nightshade Mob
    Aliases (If necessary): The Planes-walker
Talent (Your 'Power'):Hide in plain sight (Marius can disguise his presence from those around him, causing their eyes to skip over him and giving the illusion he can blend in with the background)
    Notoriety/Fame Rating: A
Personalty: Cold, Calculating, Ruthless when needed, sticks to a ridged code of honor
History:Growing up in the Mid-Up the problems of the lower levels seemed like a distant problem to Marius, it would have remand that way if he hadn't begun to accompany his father on his 'Business Trips' to the lower levels. Soon Marius learned that all was not what it seemed with his father's business. As it turned out he was in charge of a large ring of Mobs that had taken up residence in the Under city and the Mid-Low. For the next few years he would begin to ingratiate himself into the business, first learning how to shoot, then how to fight, and finally how to run a Criminal enterprise. But as with all things, this came to an end. A ambitious Guard commander led a raid on the warehouse that was the current meeting place of the Mob's top leaders. When the raid came everyone was arrested including his father and multiple other Bosses, all except for Marius who escaped with the aid of his talent.
After a time he stepped in to fill the power vacuum that was left after the raid. But, taking a lesson from the raid, he disguised his face beneath a mask and began to work under the street name he once had. Soon he had amassed enough influence and power to be noticed by even the Canopy. He continues to run his Nightshade from the Under City, though no-one knows that the person who lives in his family home in the Mid-up is the masked crime-lord..... yet

    Croteus: The Mercenary Nephilim

Here's my app, tell me if I got the augments right, there's no explanation for them on the OP.

    Name: Croteus Rafenthal
    Gender: Male
    Age: 29
    Appearance:
On The job (Courtesy of: Creativeuncut, Lost Planet 2)
Off the job: He is Caucasian, has brown hair and blue eyes. He usually favors the unnoticeable combination of a brown jacket, black inner shirt, and dark blue pants. He has small tattos of a twin angel and demon on his left and right shoulder respectively
Equipment: Silenced SMG, a high-caliber pistol with 8 rounds, a combat knife, his protective gear (which covers the torso, arms, and legs, but leaves the joints and other parts quite exposed)
Augments: Enhanced vision, he can see things farther away than most, and can also see slightly better than other people in the dark. It also allows him to have a good memory for things he sees (Such as telltale signs of his target)
    Job: Lone Mercenary
    Aliases: The Nephilim
Talent: Thanks to his enhanced vision, he has good accuracy with guns. Time and experience have also honed his reflexes and quick-draw. He can also be quite strong, which makes up for his slow speed when he is in his cumbersome armor.
    Notoriety/Fame rating: B

Personality:He's a lone wolf. He's turned down offers by mercenary groups, because he thinks that he works better alone, and because he doesn't trust others easily (after what happened to his father). He can be ruthless when he is seeking out his target, but he is by no means emotionless. Although he doesn't usually chat when off-duty, there are still rare occasions where he makes friends and contacts. Croteus is loyal to them, and is usually there when they require his assistance. Although he is a mercenary, he takes up jobs according to his conscience. Usually, he accepts jobs that are morally sound, but sometimes he is swindled into doing immoral acts (usually for criminal organizations). Hence, the twin angel and demon on his shoulders. Despite realizing that he was tricked, Croteus will stay true to his contract, and finish the job, despite whatever emotional views he has on it.

History: Born and raised in the Mid-Up, Croteus was taught early that life was unfair, and that he couldn't rely on others to do something for him; matters had to be taken in someone's own hands. when he was old enough, he was taught by his father how to use firearms. Seeing Croteus' skill with weapons, his parents purchased Enhanced Vision augments for his birthday (It took a large amount of their savings to buy it), thinking that he could follow in his father's footsteps. His father, being a justice-seeking guard however, was killed through a conspiracy by his dirtier allies, forcing Croteus' mother to raise him by herself. That experience had destroyed any of Croteus' faith in the government, and by then he had realized the true implications of the lesson that his father taught him; The government would do nothing for this city, people were on their own.

Using the skills he had learned from his father, Croteus decided to become a mercenary, taking contracts from people who had a score to settle with the lowlifes of Neo-Roma. He takes assassination contracts against people in charge of organized crime, and will also act as a personal guard for people from the Canopy or Mid-Up whom require protection from criminals out for their blood. Although he hasn't killed any largely known criminals or bosses yet, he has a reputation among the lesser criminals who fear being hunted by Croteus. Some people in Mid-low to Under-city, know him for taking both Morally sound and unsound contracts, earning him the title of "Nephilim", an Angel and Demon hybrid.

I hope this character is alright, tell me if there's anything wrong with him and I'll edit as soon as I can. Oh and, do you think Croteus' father could be the one who led the raid on the Nightshade warehouse? which caused his assassination by the corrupt officials? I just think it would be a good way to connect the characters .

Thanks, oh and if I may make a few suggestions:

-Add some rules (Not that many, just some like "No Godmodding/Metagaming" To keep the RP from going too out of control)
    -Explain what the Augments are
-Go into more detail on the government system in Neo-Roma

You're not obliged to do this, I just think it will make the RP somewhat better. Oh, and when do you think the IC will be up?
