Well, maybe it could be a place where my character's from, for one thing. I was also kind of thinking maybe that's where the key is?

Well, while Borderlands does have a fair amount of loot drops, the difference between each gun is often very small. Usually its a change in one of these factors: Bullet Speed, Rate of Fire, Clip Size, Amount of Bullets fired with one shot, bullet damage, and Accuracy. Very few weapons really differ drastically from each other unless they are a rare item drop. If this site had a dice rolling mechanism, it would make this wildly easier, but to my knowledge it doesn't. Taking that into consideration, it would generally be up to you as the GM to decide what loot our enemies actually have on them, which would be based on what our enemies actually were. I'd say in a rp setting you wouldn't generally get loot from killing creatures so much as killing bandits or soldiers unless they were Eridium shards or things like that.

Alternatively, we could have a system of collection, where we take trophies from our enemies, and based on what trophies we had, we could use them to buy certain weapons. For instance, SpiderAnts have very high defense, so from them we could take carapace trophies and use them to by guns or class mods that boost defensive abilities. Conversely skags are much more offensive, so skag tongues, for instance, would be used for offensive abilities. The amount you have would determine the level of the weapon you receive.

Buildling upon that idea, we could disregard buying new weapons all together, and instead have an upgrade system for what we have based on the stats I named above, with Bosses dropping unique trophies that could add abilities, such as changing the trajectory or behavior of your bullets.

That actually changed in Borderlands 2. Now all the manufacturers have their own aesthetic and functional gimmicks. Tediore has disposable guns, Jakobs weapons fire as fast as you can pull the trigger. Stuff like that.

I do like the idea of weapon customization, though. It's something I've always wished was in Borderlands in general. I dunno what I'll do, we'll see.

As for the planet: The majority of the planet is controlled by the Dahl corporation, opposed by a rebellion sponsored by Vladof.

I was actually aware of those changes, but aside from what company makes the gun, those criteria still stand. Vladof fires faster the longer you hold the trigger, bandit weapons have huge magazine size, Maliwan are always elemental (which is lame because all other gun companies can have elemental weapons), Hyperion weapons got more accurate as you shot them (a huge waste of ammo in my opinion), Tediore explode to reload, Jakobs shoot as fast as you can pull the trigger, Torgue uses exploding gyrojet ammo, and Dahl have burst fire when aiming.

While these special traits seem like they add something to the game, I feel it only works to imbalance the companies that make the guns. At the same time, one could argue that not all companies are going to be even, some will naturally do better than others. Within the gun companies gun drops though, the criteria I gave previously still stands, unless it is overruled by the gun company. All in all, we're not playing BL, we're role-playing it, so the differences between companies actually becomes more important. Obviously we aren't going to come up with stats for each gun, this isn't D&D.

If we did a planet of similar development to earth, there would be plenty of open space to roam around in, and also large metropolis' to explore. We could have pieces of the key in all kinds of places. Underdeveloped nations who still have warring tribes and such might have leadership that holds one of the pieces. A piece could be hidden in a hidden underground ruin. A major government could be searching for the pieces and possibly already have one. There are a lot of options, and since its a beautiful world, we'd have many different terrains to choose from.
