Radio-America (Post-Apocolyptic, Military)
I've had this idea written out for a while, so he's a bit of the necessary back story, and what the roleplay will be about. Hope you're interested!

RADIO AMERICA
“Shhh! Keep it low.”
“Aye. Gotcha.”
“Reaching Variant. Keep your distance.”
“Right. Control, we’ve found a reacher in sector Alpha-4. Proceeding to neutralize.”
“Copy, Rust. You are clear to eliminate.”
Soon, a mess of gunfire, screams and high-pitched screeches fill the radio. Such is life in Radio-America.
Backstory
The world is in a very tense state. Oil reserves around the world are all falling dramatically, derricks in countries all over are running dry, and funding to find other sources of energy is quickly getting hacked and slashed down until there is almost nothing to work on. A race to produce Nuclear Bombs has risen in the world, all for different reasons. America, for protection, Russia, for world domination, all those stereotypes.
In 2053; American and Danish Spies completed a joint-espionage operation, which led to the leaking of classified Russian intelligence. What was leaked shocked, and stunned the world. For years, since about 1971, the Russian government, or more specifically, the Soviet Extreme Radioactivity Administration, ‘с. э.p.y’ or S.E.R.A, captured a large island off the Coast of eastern Russia, and completely surrounded it, keeping the rare civilian watercraft away from the island. This island was quickly named “Божья воля”, or ‘God’s Will’. It was a small atoll, made of sturdy coral. Soon, large laboratories were erected on the island, and some of the countries’ top scientists were moved to the island, with no contact to their families. They began running highly volatile and secretive tests on captured humans. Peasants, Prisoners, anyone they could get their hands on.
After news hit the Russian government of the leak, they were secretly enraged, but tried to save face on World Affairs. The government began to falsely compensate the families of the subjects, and stage the destruction of the island. Pro-Russian propaganda was posted all over Russia, in an attempt to win back the hearts of the people. Treaties were signed with other great world powers to eliminate the usage of A.R.’s or Accelerated Radiations on other human beings, and for any American prisoners being tested to be released to their own families.
On the matter of the island and operations, they secretly and immediately ordered the Scientists and Generals overlooking the experiments to produce their deadliest mutants and attempt to control them. They took the existing mutants, herded them onto large prison ships, and shipped them back to mainland Russia to be sent to large warehouse and containing facilities to be trained and controlled. The labs started getting more materials to produce the radiation, and started
receiving more test subjects, such as POWs and Death Row inmates
For experiments, they took their subjects, and subjected them to extremely high levels of different types of radioactivity and other chemicals, like Re-Sun, which was almost like concentrated UV rays, or Years, an extremely deadly and unique radiation. Many of the different radiations and chemicals had never been unleashed on humanity, and were found by combining different volatile elements in a futile attempt to develop a nuke to end all nukes. The experiments caused many things, mostly death, or hideous and horrifying mutations. Some caused literal melting of the skin, or deterioration of the muscle mass. Some of the effects of mutations were too disturbing to keep photos of, so only detailed written accounts were kept on them.
Converters
Many more experiments were done by the Russians, yielding many more results, and many more horrific mutations. Some of them were mutations that the world would’ve never expected. They were a category of mutants named “преобразователей”, or Converters. These subjects were one of the many causes of the Great Release, but we’ll brief you on that later
Converters were subjects that had an EXTREMELY rare adverse effect with the radiation. Cells in certain parts of the body shut down, died, came back to life, and adapted with a new production cycle, all in a matter of seconds. A new ability was granted to the subject, many of them powers of fiction. One effect was an ability to cool the air around certain objects, condensing it enough to lift the object up, and fling it at impressive distances. Or more universally known as Tele-Kinesis.
Another power granted to Converters, is invisibility. The cells of the body quickly dispose of all the pigment in them, making them be virtually transparent, and relatively hard to spot, but with a keen enough eye, a Converter can be spotted. Another effect of the invisibility is that it leaves the Converter unable to move for the duration of the use of the power. Well, that is for the most part. None of the subjects with this side effect could move completely freely, but some of them could move very slowly. This made it to where the invisibility effect could only really be used to hide more easily, instead of being used as a stealth entry option.
Another very rare, yet cool power was energy blasting. This affect was exclusive to subjects exposed to “Raimes’ Execution”, a volatile chemical found by combining liquid nitrogen to plutonium, named after the first subject that was exposed to it. The nitrogen would take on some properties of the plutonium, and run off as a grey, cloudy, liquid. This chemical was injected into the bloodstream of the subjects, and it usually killed them, but they soon returned to life, no different than they were before death, other than they possessed the power to form balls of radioactive energy, and then launch them at their will. The energy had a cold characteristic to them, but almost like real life plasma guns, as they left burn marks, and could melt a variety of metal. The subjects could charge the energy orbs until they were about the size of softballs, but had enough power to give around 1st degree burns, and burn through about 10 sheets of sheet metal. These subjects were the greatest of the Converters’ power during the Great Release.
You are a part of a Military Force named the Radioactive Combat Division. You are a force of collective militaries around the world of every branch of combative foot infantry. There are those normal well-trained infantry, but there are many Converters among the ranks of them. Some of them were already infantry, and were converted by waves of radioactivity that they were subjected to on past rescue missions. A lot of the Converters were recruited because of their great powers.
You are mostly remnants of Pre-Release militaries, there are not many of any of them left. There will probably only one or two soldiers of a particular military, but I’ll be a lenient on that. Since Converters have powers that most ordinary Infantrymen don’t, most can only be armed with Handguns and PDW’s. The other infantry will probably be armed with Assault Rifles, LMGs, and Sniper Rifles etc.
There won’t be much of a formal Rank and Command system. Most of you would probably just announce your formal rank from your past militaries. There will be a
mix of all nationalities weapons so much of you may be using weapons that you aren’t familiar with. Or at least your characters aren’t.
I will give you starting situations in the IC, but after that, you will control MOST of your world. Don’t abuse the ability to control the environment. Don’t make it a utopia full of extra ammo and uber weapons. When interacting with NPC’s, which shouldn’t happen excessively, I will provide their dialogue, but I am a very forgetful person, so you may need to point it out, or remind me, if it’s needed.
During the actions in the backstory, Russia attempted to invade the areas of East America, unbeknownst to them, bombarded with radiation, but failed, and that is also the setting of the RP, the outlying areas of the California Disaster Zones, or CDZ’s. We will start out mainly in the Nevada-Washington Defense Line, which is the thin defensive line mentioned earlier.
