History: The man now known as Arsenal was born to a forest ranger named Roy William Harper, and a Half-Sioux, Half-Navajo woman named Anaba, the daughter of the reservations most respected elder, Brave Bow. During his first days on the Earth, Roy Jr's father died protecting the reservation from a forest fire, and ever since Roy has been raised by his mother on the reservation, keeping his father's forest ranger badge as a personal memento and reminder of his sacrifice. Early on in his childhood, it was made clear that Roy wouldn't quite be as accepted into the Native American culture as he wanted to be, seeing as some of the families on the reservation thought it was a disgrace for someone like Anaba to have a child with a white man. Despite this, Roy studied extremely under his grandfather and mother to show that he could be just as much of a Native as everyone else, specifically, Roy took to training tirelessly with some of the most iconic weapons in the Native American culture: The Bow and Arrow and the Tomahawk. In a fit of teenage angst, Roy chose to prove his skills by living in the wilderness for an entire month.
During his feat of survival, Roy survived with nothing but the clothes on his back and his bow and arrows. His first kill was a red-tailed hawk, and after he returned, his mother and grandfather gave him a traditional Sioux name reflective of this ceremonial first kill. Since then, Roy's life was relatively normal, he still received an abundant amount of jealousy and neglect from his fellow reservation goers, but life was fine, until of course a miner discovered the world's largest supply of Titanium during an expedition. Due to Titanium's extreme value at the time, a multitude of companies expressed interest in buying the land, and some even began using intimidation tactics on the Natives, even going so far as to kill the plot owners father. Outraged by this, Roy donned traditional Native American war paint and garb and broke into the company's makeshift office outside the grounds, knocking out a number of staff and guards before coming upon the negotiator's office. After planting a chest straight through his heart, Roy left a handwritten note telling the company to spread the word and get everyone away from the reservation. Most companies complied almost overnight,
After a month or so of repeating what he did with the first company with the various others that chose to loiter and hope it was only a freak occurrence, Roy began working for the man who first discovered the Titanium, instead of asking for a pay wage, Roy requested he be allowed to keep a portion of the Titanium he mined. The man agreed, and ever since, Roy has made his arrows from the substance. Not soon after this, the police became involved, noticing how the arrows went from iron to such a high level of Titanium. It didn't take a rocket scientist to deduce that the vigilante had to be a man with archery skills and access to the mine. Roy was soon confronted by his boss, and, thinking he was cornered, almost killed the poor man before he got a chance to explain his stance on Roy's activities. "Red Arrow" as the police were now dubbing him, made a deal with his former boss, who now ships his titanium specifically to Wayne Industries for Roy to "hijack" a shipment every now and then to keep his arsenal of arrows up. During one of these routine hijackings, Roy discovered an array of experimental technology and explosives. Using this, Red Arrow developed some of his first trick arrows.
Although he tried his best to hide his tracks from the police, they soon tightened their grip on the reservation, and began routinely interrogating the members of the archery club and so on. Roy soon decided to leave the reservation to subsequently remove the police from that area by causing trouble somewhere else. One of Roy's friends had been looking to move out of the reservation for some time, and Roy asked to come along, leaving his old life behind. After hitching a ride to Phoenix, Roy soon took up his vigilante career once more, keeping close watch on the goings on of the reservation he once called home. After assuring himself that the police had removed themselves from the area, he soon decided that he'd need to be as far away from it as possible to remove all suspicion. He soon made his way to New York (where else?) and found himself taking up employment in a Private Military Company.
Although he was a newcomer to the PMC, Roy soon showed his natural ability with standard military equipment, quickly climbing the ranks of the mercenary company. After a couple years of private ops in the middle east (even some hand-in-hand work with the U.S. Armed Forces) Roy was put in charge of a small group of soldiers to infiltrate an Al-Qaeda compound and eliminate an enemy V.I.P. Roy didn't bother with scouting the area or compound itself, and the operation ended in disaster. Every single one of Roy's soldiers lost their lives, and Roy received a number of scars from the encounter, barely escaping with his life. He soon became an alcoholic, and was expelled from his PMC, ever since, Roy has sworn to never use firearms again.
After his expulsion, Roy fled the country his former friends were stationed in and found himself in the Persian Gulf country of Qurac. Roy delved deeply into the country's peasant population, and, seeing how tyrannical their dictatorial monarch was, he soon named himself Qurac's protector, donning his Red Arrow costume once more. Using techniques taught to him by his former PMC, Roy vigilantly followed the dictator's every move, monitoring his schedule and doing extensive scouting into his personal compound. After about two months of this, Roy sprang into action, assassinating the dictator with an explosive arrow to his limousine. In a drunken state of euphoria he paraded around a local village in costume, yelling "I've saved Qurac!" and what not. Almost instantly, Roy was taken at gunpoint by the citizens of Qurac and thrown into their top-security prison for enemies of the state; witch seemed to contain nothing but American P.O.W.s. He was soon sentenced to execution.
On the day of his execution, Roy was paraded throughout the prison to the cheers of the guardsmen, and was placed in the care of a squad of five men. Strangely, one of the guards pulled his gun and killed the other four, freeing Red Arrow from his chains. To say Roy was surprised would be an understatement. The guard also escorted Roy into the prison's evidence room, and reunited Roy with his familiar bow and quiver, arrows included. "Here's hoping this is the hard part..." the guard revealed himself to be the Red Hood, and securely liberated Roy from the prison, and ever since, Roy has worked with the man known as Jason Todd, even going so far as to be under his employ at his bar, the Scarlet Bandit.
Abilities and Skills:
- Having been raised on the Sioux-Navajo reservation in Arizona, Roy quickly showed his natural and unrivaled proficiency with the bow and arrow, outshining all of his fellow reservation children as a way to garner himself the respect and admiration he felt he deserved, but never quite received from the majority of reservation elders.
- Although he almost never uses them when patrolling, Roy has shown natural proficiency with every single firearm in the Outlaws' possession.
- Along with rudimentary archery training, both Brave Bow and Roy's mother, Anaba, trained the boy in Native American martial arts and combat tactics, in particular the use of the tomahawk and traditional Sioux knives, with which Roy has also shown particular aptitude.
- A testament to his Arsenal moniker, Roy possesses an unparalleled adaptability in battle, and has become something of an urban legend for his ability to turn almost anything into a lethal weapon; from a kitchen knife to a pool cue.
- Like the majority of his teammates, Roy is a gifted acrobat and stealth artist, able to move along the legion of rooftops in New York City as if it were just a walk in the park.
- Red Arrow also has keen analytical and detective skills, although he still defers to the Red Hood's judgement.
- Although he has shown natural prowess in utilizing experimental technology stolen from Wayne Corp in his trick arrows, during his time with the PMC, Roy increased his knowledge and experience immensely. Under the tutelage of one of the PMC's original members, Roy soon became a "gear-head" with vast knowledge of military grade technology and vehicles.
- He is also multilingual, speaking both English and Spanish fluently, along with the traditional Sioux and Navajo languages.
Equipment:
- Highly advanced, collapsible recurve bow made of high grade titanium with an optimal laser point sight and removable scope for long ranges. Oddly, the bow has various native decorations, from symbols carved into the bow itself using arrowheads to the hawk feather hung at the bottom end.
- Vast array of both blunt and bladed arrows, along
- Tomahawk axe covered with a leather bounding with a dream-catcher attached to the bottom of the handle. Roy has since removed the crude steel blade and replaced it with the same material as his bow and arrows to increase it's combat effectiveness.
- Roy keeps a particularly old sioux knife and sheath passed down to him by Brave Bow. It has long since worn out it's effectiveness for hunting and combat alike, having degraded over time. Roy refuses to refurbish it for combat due to his love for his grandfather. Kept purely for nostalgic and traditional purposes.

Tattoos:
- A large green snake which appears to be constricting around Roy's left arm.
- Various Sioux and Navajo tattoos given to him by Brave Bow during his return to the Indian reservation, the most prominent being a large red-feathered hawk along his back as a homage to his traditional Sioux name.
