I had made this concept after listening to this version/cover of The Nightmare Before Christmas' song, 'This is Halloween', which made each singer seem to sound 'normal'. The original version conjured a lot of interest and character sheets, however, I never made an IC for it, for I had gone on emergency hiatus.

Halloween Town... A dream world filled with benevolent dark creatures such as deformed monsters, ghosts, ghouls, goblins, vampires, werewolves and witches. Every year, Halloween Town hosts the the most fearful special event of the year - Halloween. Here, they could come into the real world where they could hide among costumed children. However, as time passed, children became less and less interested in the holiday, resulting in a lack of costumes being worn - which meant it became harder and harder to disguise themselves amongst the humans of Westbury. And since Halloween becoming less interesting, less celebrated, causing Halloween Town to fall apart and disappear.

To avoid disappearing themselves, the inhabitants of Halloween Town had fled the dream world and into the human world, where they had begun to forever wreak havoc in Westbury, turning it into their own, reincarnated Halloween Town. Except, the town wasn't to give up so easily - the 'monsters' were hunted, bounties on their heads. To protect themselves, the Halloweeners had turned to the Witches for help, where they had gotten a spell to permanently transform them into human forms. The original descendants have long gone, but their kind's bounty hasn't. The next generation, the Original Halloweener's children - however seem to have been unable to take a permanent human form - every night at 8 O'clock, their true forms come out, so they can take on their duties they were always destined to do - scare.
