Probably. It'll be practical stuff like "Attempt to break down the door" or "Attempt to hotwire a car" etc. Stuff that you actually COULD fail at. I always thought Perception was a pain in the ass myself..

So, real question here. What if we want to use Magic? Should we just tie it to INT or CHA (a la Wizards and Sorcs in DnD)?

That will probably be tied to INT. and no problem, Real Life ALWAYS takes priority over RPing, so do NOT feel bad about it.
