[Slightly High-Casual] Arkham's Next Generation

So, while I was listening to the Arkham City videogame soundtrack, and this idea hit me-

"The past guardians and anarchists of Arkham are long gone- leaving in their wake quite a legacy. Several teenagers overtake the roles that they have left empty- whether they're linked to the past heroes and villains or not. This is their story."

Of course, it will be more detailed once I get more interest, but I thought it was cool. Basically, the "new" heroes and villains of Arkham have taken the names and the abilities of the others, and it follows their story.

I WOULD be interested in this, but the idea of OP 13 year olds is a huge turn off for me... Possibility of changing that?

13...? I was thinking more...17 to 21-ish. Should I change it to young adults instead?

That would be better. In an RPG setting, "Teen protagonist" is stereotypically an over powered 13-14 year old
