Due to the military worship we have going on in the US, if he didn't show up it would be a huge fucking deal in the press where they'd smear the shit out of him and say he hates the military and thus he hates 'Murika and so forth. Politics is 90% about appearances, so to keep up appearances they have to show up to these sorts of events even if they don't give a fuck about it. It's stupid, but that's how it is.

Now replace "Navy recruiter" with President, and "join the ROTC" with Re-elect.
It's presidential-oversight. Not presidential-control. The Military is not to be the president's plaything for political and personal gain.
