    No, if you have a physical copy you are legally allowed to make a backup of that copy. Otherwise it's illegal to own a copy.

    (And downloading a copy is ALWAYS illegal)

    Roms are only illegal of you do not own a copy of the game(games older than 5-7 years are excluded from this, as they are no longer supported by the developers and have no value to them). Unreleased games are a whole other beast, iffy at best.
