Indeed, there's a lot of RPs to choose from. I would suggest finding a section to start with, such as Free, Casual, or Advanced. It would keep you from getting lost so badly.

As long as it's the OOC, yes. They'll usually have an application form, or character sheet for you to fill out before you can join in.
