I'm so happy. And a little sad for her. She was honorably discharged from the National Guard because they seriously screwed up her knee when one of their trucks got into an accident with one of her superiors driving. They basically ruined any chance of a career in the NG for her, but shes home and safe, and I'm happy. ;_; And at least now I won't have to worry about her being shipped of to Afghanistan.

No, not usually. The National Guard mainly deals with man-made/natural disasters, brought in only under dire circumstances when your state governor declares a "state of emergency". They aren't even under the direct order of the President or Secretary of Defense, their commander-in-chief is the governor of the state in which they serve under. Most National Guard members work full time civilian jobs whilst serving. At least their intended purpose is homeland security. You are only required to serve one weekend per month and two weeks per year while enlisted. Post 9/11 they have considered upping it to seven weeks, since they started to send more and more National Guard members overseas.
Basically, it can happen. But most likely or rather hopefully won't.
Also, note that I have little knowledge on the National Guard, but I have heard stories from family/friends. So what I'm saying isn't completely inaccurate but also not 110% accurate.

No, cost-saving is to do it the other way around, that way you've got epic logistics and all you've gotta do is hand-out guns off the back of a truck to well-trained resservists with bad attitudes.
