Certainly not in the sense of being 'god' or anything. Reality hacking is infact quite limited, aside from the unimaginable complexity that goes into hacking 'reality', something simply cannot be done. For instance, one cannot suddenly 'turn air into laser', though one could use ambient material to 'create' something that may fire a laser.
It is more the ability to hack one's imagination 'into' reality, such as causing a section of the ground to try to 'punch' an opponent, programming an energy barrier out of the natural magnetic field in a certain area, or bringing a character from a game to life. [to put it much more simply, the potential variety that this power can produce is ludicrous, but it's power, obviously, is decided by the RP/GM, therefore, certain things just can't be done with it =P]
The biggest limit is that it uses up it's hacker's natural energy as 'resources', though the limit is a lot a higher than one might think, it is still also incentive to avoid doing something foolish like summoning a meteor or a real nuke.
Tohmas' Interpretation of Reality hacking would be called a 'gamer power' more accurately... For those who might 'somehow' be confused by this, it means that his power creates effects, characters, objects, or changes based on various games. These things all comes with the limitations that they had in a game, for instance, a 'zergling', while it may look fucking scary in real life, could be gunned down by a couple of cops regardless of the 'lore' being it because it still only have '35' HP and 'low defense'.
Another example, say he were to 'summon megaman', every tiny form of attack that hits him would stun him immediately, though for a short time and providing him a very short [maybe 1 second] period of invulnerability, that's unlikely to be enough time to get out a strong attack of any type.
The power of the effect is of course Directly proportional to the ammount of physical energy he has 'in-stock', though thanks to his abilities this can recover faster than a normal person [as long as he keeps himself well fed], It's not nearly fast enough for spur of the moment re-charges. however, he can 'deconstruct' hacked creations to return their energy to himself.
Incase this doesn't make it painfully obvious, Thomas himself is fragile and helpless unless he hacks a change for his own body, doing so will drastically slow down his ability to create other hack effects however, though without it, He's only about as strong as a normal person.
For those curious, the 'power' appears as a set of holographic keyboards and displays that he manipulates to cause these effects, though whether it is mentally based or technologically based is an unknown factor.
