Cyberpunk roleplay interest check (will take suggestions for a name)

So my idea is a cyberpunk conspiracy kitchen sink (if you do not know what the term means look it up on tv tropes) sandbox roleplay with super powers. It sounds corny but bear with me.

The year is 2021 and the world has changed. Wars are no longer fought between countries, but between corporations and ancient conspiracies. Invisible wars. The participants hiding behind lies and proxy soldiers, running everything in the shadows. Resources are running out and a new technological cold war has started between the nations. More important however is the emergence of a new type of human. Ones that can can conjure fire with the snap of a finger and kill with a single thought. The world is at the precipice. One push, and we fall into a hell of nuclear fire.

As you can tell, this is set in the near future and there will be robots and AIs, although they will be very crude. Corporations and ancient conspiracies are fighting each other while the resources that have fueled the resources that have fueled the technological arms race are now becoming scarce. On the sliding scale of cynicism vs. idealism, this rp would be cynical.

NOTE: The facton's opinions are just massive over generalizations. If you make make characters in these factions, the faction's opinions should just be used as general guidelines.

This faction was started in Italy in the midst of the Inquisition. Their goal is to lead humanity to a future of enlightenment free from the shackles of the supersitious past. They are led by a council of seven. So far, they have influence over the eastern part of the United States, the United Kingdom, and France. Their opinion regarding mutants is positive. They see mutants as the next step in human perfection although they wouldn't mind capturing a few for "study".

This is a splinter cell of the Illuminati. It is led by twelve members and although their power base is in Italy, they are still a force to be reckoned with. The Majestic Twelve view the Illuminati as old fools who can't survive in the changing world and the Illuminati view the Majestic Twelve as a bunch of dangerous radicals who must be exterminated as soon as possible. The Majestic Twelve's policy regarding mutants is to capture them and try to find out how they work. Maybe the source of their power can be used their advantage.

No one knows much about them but they seem to be everywhere in history since the dawn of man. Their current name comes from the fact that during the Inquisition (which they started), they disguised themselves as priests in order to exterminate an enemy that is unknown as of now. They are very anti mutant and usually kill on site. They used to have influence everywhere but something made them weaken to the point that the only stronghold they have left is Vatican City.

A secret government division that was formed by the Illuminati, they broke off and became a faction that tasked themselves with the protection of the United States whether anyone wanted it or not. Their main advantage is the eponymous Echelon Super Computer. It is stored in a secret facility and is connected to almost every security camera, phone, and computer in the US. They are hostile towards the other factions and so far think of the mutants as a possible threat.

A not so secretive faction, the NWSF are already on the FBI's terrorist group list. They specialize in terrorism and guerilla warfare. Their goal is to make the north western states secede from the Union and become an independent country. They really don't care about the mutants much. They will cross that bridge when they get to it.

What level do you plan on this RP fitting into? What kinds of powers are allowed? Does everyone have the same powers? Is there a limit on the number of powers (even though if you say yes to the previous question, this one can be ignored)? What role would characters play in the story? What kind of plot does it have? Because "cyberpunk" covers a general theme, not a specific plot, and the description just sounds like a mix of Shadowrun and Secret World; that's actually why I'm interested. Will we be playing as a small group of people who work together, hired by anonymous groups to sabotage the major corps? Or will we be playing as entire organizations (which isn't cyberpunk by definition, I just felt like asking since then it would play out like a nation RP)? Are humans, AIs, and basic androids the only playable races? How complex will the character sheet be? What level of description in characters are you asking for?

Low to mid casual.

What kinds of powers are allowed?

Any power you can think of as long as it isn't OP, has a good weakness (don't want any of that "get's exhausted after a while" bullcrap because most people ignore it), and is somewhat scientifically explainable.

Does everyone have the same powers?

Everyone has a different power, however, there can be more than one person with a power as long as there is variation.

Is there a limit on the number of powers (even though if you say yes to the previous question, this one can be ignored)?

A characters can only have one power.

What role would characters play in the story?

It is open world sandbox, so the answer would be anything. I'm going to have a character over plot approach to this rp. You want to take down the Illuminati? Go ahead. Just be prepared for the reprecussions your actions

It is in a cyberpunk setting with conspiracy and superpower fiction being strong influences on the story.

You will be playing as the first group. Also, I would like to add that I will try my best to make all the factions equally gray, so there will be no "good" side. I also want to see non-mutants and regular people in this. In my opinion, it gets kind of boring if every characters is a badass mutant or badass normal person.

Are humans, AIs, and basic androids the only playable races?

The only races is human. The androids and robots are used as security and riot control so mostly, they will be enemies. The status of the AIs will remain a secret because of spoilers (kind of).

How complex will the character sheet be?

I don't understand the question. If you are asking about the contents of the character sheet, it will be a basic one with a few additions of my own.

What level of description in characters are you asking for?

I would like to see the best you can do so and an optional writing sample so that I can tell your level of writing.

But for the last question, I was asking more along the lines of do we have to describe every single misplaced hair, or could we potentially get away with "short brown hair, brown eyes, light skin, tall, skinny." I'd be closer to the first than the second, but I just wanted to know what you want.

The level of detail is up to you. I will accept regardless of detail unless it is obvious that the person trying to join is not experienced at all.
