All Criminals, Gang Members, Racists (I think), are sent to a Prison Colony in Southern California/Northern Mexico.
Somehow shuts off the water supply to Southern California/Mexico.

Forcefully spread the population (346,991,688 people) across the country, and order them into "self sufficiency", regardless of whether or not the land can actually sustain them or the fact that, if you destroy all city populations, except maybe New York and Vancouver as the video seems to suggest, that each person is now granted 0.04 Square miles to be self sufficient on. Except that number would have to be adjusted for the populations living in the "financial centers" of Vancouver and New York, and the percentage of land area taken by bodies of water...
Oh, and Gaelic is now the national language.
Enforce a Eugenics program to make us all better looking, and smart enough to understand Gaelic (I am not making this shit up).
Use the Caribbean Islands as a tourist trap, and relocate all of the military bases to the islands, "for strike forces".
