Seishi Shin'ō - Zephyr
Shin'ōgakure - Kage's Mansion - Library
Time: Morning.
Theme
He knew, and the others would know soon as well. He had scheduled for a meeting later that day, at midday to be specific, yes that would be a wonderful time, he thought. However, for the moment the Utsurokage and reigning leader of that which had come to be known as Qui Languidis sat in his abode's library and read. At that moment he was reading a very particular gathering of knowledge, the knowledge that had ultimately brought them together.
These scrolls were the ancient documents that included the locations of each relic fragment as well as apt, but archaic and difficult to translate, descriptions of said fragments. The one they had recovered in Konohagakure was currently under strict guard, and by strict guard it was meant that Seishi held the relic on his person at any and all times. It was necessary, and this was why he always kept his personal Operatives close by, within range, but out of sight. He still wondered exactly how they could use their fragment advantageously, its capabilities were so limited, unless they wished the same fate upon him that had befallen his father. He hoped not, but it was hard to say really. The advisors were all interesting and rather unique people. He was glad they had been so loyal to his father, and doubly glad that that loyalty had seemed to transfer over to him.
Not to mention that he had come to trust them all to an extent. Afterall, they had assisted in seasoning him for what was to come, so to speak. On that thought he rose and quickly concealed the documents in his robe sleeve as he walked towards the exit to the Library.
He made a small flick of his hand, that was the signal that told his Operatives to follow, but remain out of sight. It was not the time for him to utilize their skills, not quite yet at least, not quite yet....

Shin'ōgakure - Kage's Grounds - Tower of Wind
Time: The Previous Morning.
Ideal.
The parameters were falling into place one by one, gradually, with each slight shift in the air currents. A low chuckle found its way into these subtle currents as the Advisor of Wind turned from the open window of his office and walked back towards his desk where he placed his hand on a specialized seal. The seal would call to him one of his Operatives --Hishō, Rin-- one of his most versatile subordinates, though he only possessed two of the like.
While he waited for her arrival, his mind turned to the recent emanations. He wondered if the news had spread to the others as of yet, and if the Chief among them had something to do with it. If not him, then it could only be their young leader: Seishi Shin'ō. Shaking his head, Seirin glanced to the side, at yet another of his office's windows, he did so enjoy being situated in a tower, it allowed him to be surrounded by the lofty air currents at all times, and it was an idea position if he were miraculously attacked.
At around this time his subordinate would likely arrive, and no matter the method of such he would be seen standing behind his desk in a relaxed fashion, holding out a document for the woman. He had a mission for her to deliver to a particularly ambitious group of newer recruits. It was time that they prove themselves.
