Academy City. A landlocked sovereign city-state located to the west of Tokyo, Japan made up of many schools, research facilities, and institutions of higher learning dedicated to the research and development of new technologies. On this note, it is said that Academy City is the most advanced city in the world, using technology that is said to be 30 more years advanced than anything anywhere else. However, technology isn't the only thing Academy City has to offer its denizens. Out of the approximately 2.3 million residents of Academy City, 60% of these have undergone something called the Power Curriculum Program, a program designed to unlock a person's potential in gaining and improving psychic abilities. And out of that population, seven ability users, designated as 'espers', have attained Level 5, meaning that they wield immense amounts of power and control.
However, some circles speak of a 'Level 6', a level of power sought after by many, but has been reached by none. And while many have failed, an equal number still try.
On another note, many espers, Levels 3 and 4, have begun to disappear throughout Academy City, and those who remain are restless, wondering who the next victim will be... Wondering if they'll end up being one of those that've been spirited away. Judgement has their hands busy trying to deal with the spread of some sort of miracle drug called Level Upper that both increases your powers... and puts you in a coma, and Anti-Skill, Academy City's main security force, has been ineffective. Someone needs to get to the bottom of this, but who?

[Nallore] Nari Koizumi
Name: Koizumi Nari
Physical Description:Nari appears to be a normal looking sixteen year old girl, her height is 5'4 inches tall and she weighs about 123lbs your average sixteen year old girl. She has bright blonde hair that goes down to the middle of her back which Nari takes very good care of with no stray or loose ends in her hair Nari always has a butterfly clip in her hair a lot of the time varying in colors she however mostly has a blue one at all times. Nari has deep blue colored eyes. Nari has very light skin even when she stays outside a lot she will get a light tan. When Nari isn't in her school uniform, she can always be seen wearing very girly clothes mainly anything that has bright colors such as pinks, yellows, light blues or purple preferring to wear dresses or skirts over anything else and wearing sandals in the warmer weather. During the winter months Nari will wear long sleeves shirts and jackets with the same bright colors and long pants or jeans along with high heeled shoes.Spoiler

Power Name: Hydroplane (ハイドロプレーン Haidoropurēn)
Power Description: It lets the user control water and manipulate water, it allows Nari to use water in the air or small bodies of water in many different ways such as using water as a powerful whip able to cut through certain solid objects such as brick or a few inches of concrete. Nari can also use the water molecules in the air to use however it uses a lot of concentration to use and rarely ever uses it preferring to use water from puddles or some other tiny body of water. The closer Nari is to a body of water she can use her ability more easily Nari has to be with in ten feet of a body of water to use it more properly, she however cannot turn the water into steam or water into ice.
AIM Emissions: Theres an always constant shine and very tiny droplets of water forms on her skin from the air creating small sparkles over her skin.
Personality: Nari is a very friendly girl and gets along with other people very easily, she can be energetic at times or from time to time can come off as annoying to her friends at times. Nari can at times become very stubborn if she is forced to do something she doesn't want to do or do it on her own terms and hates being ordered around unless its a person like her teachers or someone she respects. Nari is very loyal to her friends or the ones she cares for and always listens to what they have to say and willing to give advice. Nari likes to watch horror movies and anything that would scare others and will even scare her friends just to see their reactions getting a good kick out of joking around with her friends and is always carefree attitude to everything. However if Nari is in a fight or is arguing about something Nari will turn quickly and can become aggressive. Nari also has a thing for anything cute especially kittens and little animals.
Disposition: Nari is very easy and outgoing with her friends and family and very energetic, shes loyal to the people she is friends with and can always be relied on to keep a secret if they tell her something. Nari can be very competitive when it comes to video games, she also will hold a grudge against someone who caused harm to her or her family and friends. Nari is very carefree personality and always seems very happy, and easily gets along with everyone she meets.
Origins: Nari was born in Eastern Tokyo, her father is in the military and her mother is a nurse they met each other in college and started dating two years later they got married. Her father joined the military shortly after they got married since then her mother and father started traveling around the world from one post to another. a year later Nari and her twin sister Yuki were born Nari being a few minutes younger then her older twin Yuki they spent two years in one place before moving again. When Nari was 9 she had gotten very tired of moving from place to place, Nari started doing research looking into Academy City so that she would be living on her own in one of the many dorms and apartments across the city. She was also always interested in being an Espers and developing her own abilities, Nari kept persuading her dad to have her education there eventually he caved in and helped her move in.
Shortly after moving in Nari went through the Power Curriculum Program where she had come out as a level 1 esper. She now goes to school seeing her family only once or twice a year for either festivals or holidays when her family is in town Nari would always be seen with her older twin sister Yuki. In Nari's spare time she is either always with her friends after school hours or spends her time in the arcades playing games, or she spends her time buying new clothes she likes buying. Sometime while Nari living in Academy City she bought a little kitten naming it Rika, Nari's dorm is always kept neat and clean.
[DarkGrey] Naoto Hitotose
Name: Naoto Hitotose
Naoto stands at 5'7 and weighs in at around 129lbs. His skin is quite tan and rarely deviates from being so, even if he were to stay outside for prolonged periods of time, and his eyes are a lighter, somewhat yellowed tint of brown. His short, mid-neck length brown hair is quite messy and could be considered spiky, what with that single stubborn forelock of hair protruding higher than the rest of the more-or-less uniform spikes. In terms of clothing, Naoto dresses in what could only be called 'smart casual' using earthen colors like browns, greys, blacks, whites, and greens along with the occasional dark-blue, red, or yellow. Typically his attire consists of a light colored dress shirt, dark colored pants, black running shoes, and a randomly colored tie to go with everything. Once it gets colder, however, he'll tend to wear long-sleeved dress shirts and layer on things like sweater-vests, scarves, jackets, and even coats if the need arises.
Non-Esper Abilities: Covering his tracks, reading, running, climbing, baking (but not cooking), hacking, finishing homework quickly and effectively, memorization, logical analysis/good intuition, basic streetfighting, could probably shoot well enough if provided with a firearm

Esper Power: The ability to detect and mimic other esper abilities
Power Name: 能力複製 (隣接シミュレーション) Nōryoku Fukusei (Rinsetsu Shimyurēshon), lit. Ability Duplication ("Adjacency Simulation")
Power Description: Adjacency Simulation refers to the passive ability to duplicate and detect the abilities of other espers when the user enters the range of one's AIM dispersion field. Though, copying abilities is no easy feat on its own, the user has to understand the change in Personal Reality, completely memorize the AIM field before one can use the ability, and create their own Personal Reality based on the ability. However, the user never forgets how to use these powers and can call upon them at any time, but the abilities are never at the same Level as the original subject due to the fact that newly copied abilities are almost always Level 1. In addition, if the user were to use a random ability not within the range of Adjacency Simulation, it'd be much harder than using one that's within range due to the fact that Adjacency Simulation duplicates abilities, and having a reference material right in front of you rather than a hundred miles away is much easier to copy off of... Though it isn't impossible. If we're using the 'reference material' analogy, if one were to use a certain ability under the effect of Adjacency Simulation enough times, usually enough to be at Level 3 or upper 2, it'd be akin to having memorized the reference material itself.
Of note, rather than using Adjacency Simulation for offense, Naoto merely replicates the resistance to one's own power that a user had (e.g. Electromaster immune to electrocution, Pyrokinesist resistant against burns) and uses it as a defense. Also, while the ability is called 'Adjacency Simulation', the act of actually copying an ability is named 'AIM Hacking'.
Personality: Naoto's a decent enough fellow. Unlike the other Level 5s he isn't absurdly crazy or obsessive, and he definitely tries to act as polite and as tolerant as the situation will let him act. But then again, during certain kinds of confrontations, politeness and tolerance'll get thrown right out the window, so there's that. Really, the only thing remotely odd about him is his hatred for attention, which he refers to as 'being bothered'. He tends to approach things in a straightforward, down-to-earth manner and doesn't really like it when people don't act the same way towards him and choose to beat around the bush. He's actually quite prideful despite his disdain for being acknowledged. He refuses to take shit from anyone and can definitely be quite abrasive at times. He doesn't really have friends to be loyal and compassionate towards, but Naoto seems to be under the assumption that he'd be a good friend... but then again, what people think of themselves and what they really are, are two different things.
Disposition: Naoto tends to play straight the role of the 'mysterious, undetectable 6th Ranked Level 5.' He tries to avoid the attention of too many people at once, if at all possible, but when 'push comes to shove' and whatnot, Naoto seems to be tolerant enough with what kind of people he's willing to deal with before snapping. Given his nature, he's quite good at keeping his (lack of) friends' secrets. However, given the 'required secondary power' of his main power, he tend not to forget things very easily, so be prepared for a long-held grudge if you manage to tick him off enough.
Origins: Naoto is one of Academy City's many Child Errors, orphans whose parents either abandoned them for varying reasons. Supposedly, Naoto's parents had died in a fatal car accident, but he's pretty sure that's what the officials told all the Child Errors, rather than straight up telling them that they were unwanted. However, despite this knowledge Naoto doesn't harbor any resentment towards his family, predominantly because he never actually met them or could muster the energy to really give a damn about them. As a child, Naoto grew up in and around the Cypress Park Child Welfare Facility. Fortunately, unlike many other Child Errors, Naoto wasn't subject to horrible, brutal inhuman experimentation in the name of achieving SYSTEM or whatever they wanted. Rather, Naoto attended a sub-par school in a sub-par part of town being treated as an average kid his age... That is, until the Power Curriculum Program, until the SYSTEM Scan. At the System Scan, he did things like moved an arrow on a scale, read cards, and even shot out some electricity. After the Scan... Nothing. Nada. He couldn't even come close to doing all those neat tricks of his that he was able to pull off at the Scan. It wasn't until he entered late elementary that his ability, "Adjacency Simulation" was even acknowledged and named, even though according to the Bank, his ability didn't even exist. And that's why you can find a file on a Level 5 without an ability name or even a description, just a little footnote highlighting his 'condition' to this very day. Needless to say, upon reaching Level 5, Naoto's life became a lot easier. Thousands of Level 2-3 esper abilities at his disposal, free government-issued benefits, and an enrollment at one of the most prestigious schools in Academy City - even if he tended to just forget about going to class and play hooky. And the bonus? He doesn't have to deal with the publicity and unwanted attention that certain Level 5s got due to his ability at covering his own tracks and due to technically having no power according to the Bank. No angry Kihara's gunning for his head, no particular place of importance in Aleister Crowley's machinations, no crazy fans to deal with, no nothing that he doesn't want.
